Improving implementation and enforcement of environmental impact assessment - a priority for the Energy Community

Yesterday, the Energy Community Secretariat launched the first meeting of the Environmental Impact Assessment (EIA) Working Group, a subgroup of the Environmental Task Force. The aim of the EIA Working Group is to identify and address challenges in the transposition and implementation of the EIA Directive. The Working Group will support the Contracting Parties in the drafting and revision of EIA related legislation and improve institutional capacities in the preparation and monitoring of EIA procedures. It will also serve as a platform to share know-how and best practices among the Contracting Parties.

Secretariat issues opinion on certification of GSE under the Third Energy Package

on 7 April 2021

Today, the Secretariat published its Opinion on GNERC’s, the Georgian regulator’s, draft certification decision concerning the public electricity transmission system operator GSE. In its Opinion, the Secretariat takes the view that GSE is currently not unbundled in line with the ownership unbundling model as required by Article 9 of the Electricity Directive. Most notably, GSE is still directly and indirectly controlled by the same public body, the Ministry of Economy, which controls also the public companies active in generation and/or supply of natural gas or electricity.

Secretariat welcomes European Parliament’s resolutions on enlargement progress reports

The European Parliament has recently adopted resolutions on the 2019-2020 Commission enlargement progress reports on Albania, Kosovo*, North Macedonia and Serbia. On the basis of the Secretariat’s expert input in the drafting phase, the Parliament stressed the need for continued reforms in line with Energy Community obligations for creating a competitive internal energy market and achieving the decarbonization commitments of the Sofia Declaration on the Green Agenda for the Western Balkans. The Contracting Parties were encouraged to actively participate in the implementation of the European Green Deal in particular by introducing a carbon price, removing non-compliant fossil fuel subsidies and phasing-out coal as well as adopting integrated National Energy and Climate Plans.

North Macedonia’s electricity producer ESM commits to internal carbon pricing

on 31 March 2021

North Macedonia’s state-owned electricity producer Elektrani na Severna Makedonija (ESM) has expressed its intent to design and implement an internal mechanism to price carbon emissions of its plants and operators by the end of 2021 with the support of the Energy Community Secretariat. The carbon price will be incorporated in all investment decisions and its level based on the market price set under the EU Emission Trading Scheme.

Secretariat initiates dispute settlement procedure against Montenegro and Ukraine for lack of transposition of REMIT Regulation

on 26 March 2021

On 25 March 2021, the Energy Community Secretariat initiated an ex officio dispute settlement procedure against Montenegro and Ukraine for the lack of transposition of the REMIT Regulation. In its Reasoned Requests, the Secretariat takes the view that these two Contracting Parties have not yet complied with the requirements for transposing REMIT as adapted and adopted by the Energy Community, in line with the deadline foreseen by the Energy Community acquis, i.e. by 29 November 2019.

Secretariat initiates dispute settlement procedures against four Contracting Parties in relation to NERPs

on 16 March 2021

Today, the Secretariat launched dispute settlement procedures against Bosnia and Herzegovina, Kosovo*, North Macedonia and Serbia for not meeting their NERP ceilings for the reporting years 2018 and 2019. NERPs (National Emission Reduction Plans) are an instrument to comply with the Large Combustion Plants Directive and as such, they are to provide for emission reductions for sulphur dioxide, nitrogen oxides and dust for the group of plants covered by their scope. In the case of Serbia, compliance with the ceiling for sulphur dioxide presents the biggest challenge, while North Macedonia faces problems with ceilings for sulphur dioxide and dust. Bosnia and Herzegovina and Kosovo* failed to meet the ceilings for all three pollutants.

Director Kopač on working visit to Serbia

Director Janez Kopač travelled to Belgrade, Serbia, this week to meet with the country’s political leadership. The Director met with President Aleksandar Vučić, Deputy Prime Minister and Minister of Mining and Energy Zorana Mihajlović, Minister for Environment Irena Vujović and Minister for European Integration Jadranka Joksimović. He also addressed the Serbian Parliament’s Committee responsible for energy.

EU4Energy Phase II launched

The Energy Community Secretariat has been entrusted to manage one of the components in the EU4Energy Programme Phase II between 2020 and 2024. Throughout the action, the Secretariat will work with stakeholders in Georgia, Moldova and Ukraine in order to assist them with the drafting, transposition and implementation of energy reforms, including the Clean Energy for all Europeans Package. The targeted sectors are electricity, gas (including hydrogen), energy efficiency and renewable energy. In order to better measure policy reforms, the Secretariat will develop and use additional implementation indicators.

Riding the renovation wave in the Western Balkans

In 2020, the European Commission adopted “An Economic and Investment Plan for the Western Balkans”, earmarking an overall budget of EUR 9 billion for its implementation during 2021-2027. A fair share is expected to finance buildings renovation and decarbonisation of heating and cooling sectors. The Secretariat’s Discussion Paper, published today, presents its views on how to make the renovation wave in the Western Balkans a success and issues recommendations for its design and implementation. The Paper focuses on the renovation of multi-apartment buildings, which have the biggest potential for energy savings in the Western Balkans.

Energy and Climate Committee gives new impetus to ambitious target setting for the Energy Community

The 6th Energy and Climate Committee (ECC) meeting brought together more than 100 participants, including Ministers of the Contracting Parties and leadership from the energy and climate departments at the European Commission, to reaffirm political commitment for the adoption of 2030 energy and climate targets. The European Commission’s study on extending EU energy and climate modelling capacity to the Contracting Parties is expected to provide robust results supporting ambitious target setting for energy efficiency, renewable energy shares and greenhouse gas emission reduction at the next Ministerial Council in autumn 2021, together with the adoption of relevant legislative elements of the Clean Energy for all Europeans Package.

Bosnia and Herzegovina takes steps to address challenges arising from small hydropower development

on 19 February 2021

This week’s adoption of the Declaration on River Protection by the National Assembly of Republika Srpska, one of the two entities of Bosnia and Herzegovina, is a welcome step forward in addressing the challenges arising from hydropower development. It complements a similar declaration adopted by the Parliament of the second entity, Federation of Bosnia and Herzegovina, in June 2020. The Secretariat commends the exemplary cooperation between legislators and the public in these efforts.

Secretariat examines Regulatory Asset Based distribution tariff setting rules in Ukraine

Ukraine is in the process of transitioning towards an incentive based methodology for distribution tariffs, the implementation of which is important for setting the right incentives for operators to modernize and develop electricity distribution networks while maintaining fair prices for consumers.

Study proves great underutilization of existing cross-border electricity infrastructure for trading purposes and energy transition

Better use of existing cross-border electricity interconnectors between Energy Community Contracting Parties and with EU Member States could boost competition to the benefit of consumers and help support integration of renewables and decarbonisation of the electricity sector.  This is the conclusion of a study undertaken by experts of the Energy Community Secretariat, which assessed the Contracting Parties’ electricity interconnectivity level with respect to EU 2020 and 2030 interconnectivity criteria and usage of existing interconnectors.

Secretariat in partnership with ACER to host webinar series on hydrogen

The Energy Community Secretariat and the European Union Agency for the Cooperation of Energy Regulators (ACER) have been actively exploring the role of hydrogen in the transition towards a low-carbon economy. The Secretariat focused on the potential of hydrogen production, transport and use in the Contracting Parties. ACER undertook a first assessment on the energy transition aspects as applicable to gas infrastructure and the current possibilities for admixing hydrogen and injecting biomethane or transporting pure hydrogen via existing gas networks, as well as network adaptations to allow this in the future.

Secretariat welcomes decision of Romanian regulatory authority to apply gas network codes on cross-border interconnection points with Energy Community Contracting Parties

The energy regulatory authority of Romania, ANRE, adopted last week a decision that rules on the applicability of gas network codes on gas cross-border interconnection points between Romania and the Energy Community Contracting Parties. Specifically, this relates to the gas interconnection points of Romania to Moldova and Ukraine. The Romanian regulator made the applicability of the gas network codes subject to the codes being applicable first by Moldova and Ukraine on individual interconnection points.

Secretariat concerned about the implementation of NERPs in four Contracting Parties

Yesterday, the Secretariat sent warning letters to Bosnia and Herzegovina, Kosovo*, North Macedonia and Serbia to express concerns about the implementation of their National Emission Reduction Plans (NERPs). NERPs are an instrument to comply with the Large Combustion Plants Directive and as such, they are to provide for emission reductions to the levels that would have been achieved by applying the Directive’s emission limit values for the group of plants covered by their scope. The Directive establishes emission limit values for three pollutants: sulphur dioxide, nitrogen oxides and dust, all of which have a major impact on air quality, a long-lasting problem for the Western Balkans.

Regional modellers discuss impact of the pandemic on energy and climate planning

Yesterday’s Energy Community Regional Exchange of Modelling Experts of the Western Balkans gathered around 40 participants to discuss the impact of the ongoing COVID-19 pandemic on the economy and energy sector. “Projections of economic growth and energy consumption build the base for integrated energy and climate planning. An overestimation leads to oversized plans for the energy system and misguides investment decisions. We heard from many Contracting Parties about ongoing discussions on whether and how to adapt related projections to the current pandemic situation”, says Anja Rosenberg, Technical Advisor at the Energy Community Secretariat. As the first Contracting Party, North Macedonia presented its new lowered GDP projections yesterday, which already anticipate the impact of future economic downturns.

Consumers miss out on lower gas prices due to lack of reform progress in the Energy Community – the highest welfare losses in Serbia

Consumers in countries that have not liberalised their gas markets are locked in with one supplier. Competition would allow these consumers to benefit from chances offered by participating in the European gas markets. High dependence on one source of supply in the less integrated and diversified gas markets of the Energy Community Contracting Parties clearly contributes to higher wholesale prices and welfare losses for gas consumers. The recently published Energy Community Regulatory Board Market Monitoring Report on gas wholesale markets demonstrates the striking welfare loss expressed in differences between lower European gas hub prices and those at which consumers in Serbia, Moldova and North Macedonia are supplied. Data for Bosnia and Herzegovina operated under similar conditions are not accessible. Consumers on the Ukrainian market, on the other hand, reaped all the benefits from lower prices thanks to market liberalization and integration with European neigbours.

Study unveils the most cost-effective and sustainable way to price carbon emissions in the Energy Community

Secretariat calls on State aid authorities to scrutinize subsidies to coal

In December 2020, the Secretariat published a new study on coal subsidies in Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Ukraine during 2018-2019. The study, which builds on a previous analysis covering 2015-2017, pinpoints the direct and hidden subsidies channelled to the coal sector in these Contracting Parties.

Agreement between Makpetrol AD Skopje and North Macedonia approaches full implementation

The end of 2020 saw significant progress in the gas market of North Macedonia. On 28 December 2020, the Assembly of North Macedonia adopted a law authorizing the Government to sign an agreement resolving the dispute between Makpetrol AD Skopje and the Republic of North Macedonia. Immediately after, a settlement agreement was signed by the parties. The agreement marks the end of a dispute that had been paralyzing the country’s gas sector development for the past 23 years.

Ministerial Council adopts measures against Bosnia and Herzegovina and list of priority infrastructure projects

on 14 January 2021

Following the 18th Ministerial Council of the Energy Community, convened virtually under the Montenegro Presidency on 17 December 2020, the Ministerial Council by written procedure suspended certain rights of Bosnia and Herzegovina under the Energy Community Treaty on account of the country’s serious and persistent failures to comply with the Second Energy Package in the gas sector, the Sulphur in Fuels Directive as well as the Third Energy Package in both electricity and gas. According to the Ministerial Council’s Decision, Bosnia and Herzegovina will not participate in the decision-making on matters of budget and enforcement for a period of two years, unless it rectifies the breaches in question in the meantime.

Albania adopts Climate Change Law

The Law on Climate Change, approved by the Albanian Parliament last December, envisages, among other things, submitting the country’s Nationally Determined Contribution on reducing GHG emissions to the UNFCCC; integrating mitigation and adaptation issues into legislation, strategies, and programmes; and creating a comprehensive legal and inter-institutional framework for climate action at the national level.

18th Ministerial Council embraces climate neutrality for the Energy Community and its Contracting Parties

First cross-border capacity auctions for Kosovo*

New platform dedicated to coal regions in transition in the Western Balkans and Ukraine takes off

The inaugural meeting of the Coal Regions in Western Balkans and Ukraine Platform kicked off today. Study delivers tailor-made roadmaps to boost use of renewables in transport

Two billion euros burnt in coal subsidies by Energy Community Contracting Parties in 2015-2019

State aid authority of Kosovo* renders first decision regarding incompliant State support to renewables

It found that an administratively set feed-in-tariff for 20 MW of photovoltaic projects does not comply with the State aid acquis because it has not been notified to the competent State aid authority before it was granted and it is not in line with the Guidelines on State aid for environmental protection and energy.

Annual Implementation Report 2020: Energy reforms move ahead despite Covid-19

The Energy Community Secretariat’s Annual Implementation Report, released today, reveals that the Energy Community Contracting Parties have made progress in market-oriented and sustainable energy reforms despite the Covid-19 crisis. The average implementation score increased from 48% to 53%. While Montenegro still remains the front-runner, Ukraine jumped ahead of North Macedonia and Serbia, where progress has plateaued, to claim second place. In the middle of the ranking, Kosovo* and Albania have both made progress, while reform in Moldova was modest. At the bottom of the ranking are Bosnia and Herzegovina, the country with the most infringement cases, and Georgia, the newest member of the Energy Community, which despite its low ranking was one of the biggest movers during this reporting period.

Group of Observers publishes report on Moldova’s 2020 procurement of electricity

Secretariat continues procedure against Bosnia and Herzegovina for non-unbundling of distribution system operators

EU4Energy delivers reform package to implement Oil Stocks Directive in Ukraine

Energy Community De-Carbon Day weighs carbon pricing options

The Energy Community De-Carbon Day explored options for the decarbonisation of the energy sector in the Energy Community Contracting Parties. The virtual workshop, which took place on 28 October, provided insights into the latest research on carbon pricing in order to stimulate more informed policy-making and provided a platform for discussion between experts and representatives of governments, authorities, companies, NGOs and civil society in the Energy Community Contracting Parties and the EU. The workshop was addressed by Yvon Slingenberg, Director in the European Commission’s DG CLIMA.

New Pan-European energy retail and consumer protection report highlights key trends across the Energy Community Contracting Parties

The Energy Retail and Consumer Protection Volume of the Annual Monitoring Report 2019 was presented today at a joint webinar organized by the EU Agency for the Cooperation of Energy Regulators (ACER) and the Council of European Energy Regulators (CEER). While the report analyses electricity and gas retail prices in the Energy Community Contracting Parties already for the fourth consecutive year, this is the first time that retail markets and consumer protection aspects, such as billing, market structure, switching and vulnerable customers, were put into the spotlight. The report is based on data provided by the Contracting Parties’ national regulatory authorities and, for energy prices, the EUROSTAT database.

Secretariat intervenes in discussion related to gas network code on Romania-Ukraine border

Bringing energy and transport together

Energy Community prepares to tackle gas sector methane emissions

Today, the European Commission published the EU Methane Strategy to establish a harmonised framework to reduce methane emissions in the gas upstream, midstream, downstream as well as the coal sector and abandoned sites. The strategy envisages the establishment of an international methane emissions mechanism to compile, verify and publish global methane emissions data based on the United Nations Oil & Gas Methane Partnership (OGMP) reporting framework. Following the Secretariat’s initiative, basic reporting is already being applied by the Contracting Parties’ gas industry. Since November 2019, the Secretariat is collecting methane emissions data, in cooperation with EU gas industry organizations GIE and Marcogaz.

Energy and Climate Technical Working Group addresses research, innovation and energy poverty in the development of National Energy and Climate Plans

The 5th meeting of the Energy and Climate Technical Working Group drew together more than 50 participants in a virtual meeting hosted by the Secretariat on 8 October to discuss the Contracting Parties’ progress in the preparation of integrated National Energy and Climate Plans (NECPs). North Macedonia, as the first Contracting Party to do so, has submitted its draft NECP to the Secretariat, which will issue its recommendations to the draft plan as foreseen by the Ministerial Council before its final submission. Albania and Georgia announced that draft chapters of their national plans have also been submitted to the Secretariat for guidance, while Bosnia and Herzegovina, Kosovo*, Montenegro and Ukraine are still in the process of drafting and aim to submit their plans soon.

Transmission system operators of Albania and Kosovo sign agreements to establish joint power exchange

The transmission system operators OST of Albania and KOSTT of Kosovo* signed today the Shareholders' Agreement and Articles of Association for the establishment of the power exchange company that will operate the short term electricity markets in Albania and in Kosovo*. The power exchange operator, called ALPEX, will have its main seat in Tirana and will operate the day-ahead market coupling between Albania and Kosovo* soon after its operationalisation. ALPEX is expected to extend its services to the intraday market segment in the future.

Secretariat supports Albania’s decision to stop hydropower construction on the Vjosa river

The Energy Community Secretariat supports the announcement made by Albanian Prime Minister Edi Rama to cancel plans for the construction of hydropower plants on the Vjosa river. The announcement came two weeks after the Secretariat opened a dispute settlement case addressing its concerns with regard to the environmental impact assessment of the HPP Poçem project, a dam on the Vjosa river. The Vjosa River is one of the last unregulated rivers in Europe. The announcement followed the rejection of a construction permit for the HPP Poçem.

Electricity market integration between Ukraine and Moldova tops agenda of EU4Enegy High-Level Policy Talks

Cooperation on cross-border exchanges and balancing is important for the optimal use of balancing resources and this is an area to be explored further in the context of future market integration.

Secretariat opens dispute settlement procedure against Albania for non-compliant environmental impact assessment of HPP Poçem

On 14 September 2020, the Secretariat sent an Opening Letter to Albania in Case ECS-3/19, addressing its concerns with regard to the environmental impact assessment of the HPP Poçem project on the Vjosa river. In particular, the Secretariat preliminarily found that the administrative procedures conducted for the project were not in line with the provisions of Directive 2011/92/EU, with particular regard to the Directive’s requirements on the content of the environmental report and its public participation provisions.

North Macedonia becomes first Contracting Party to designate market operator in line with EU CACM Regulation

The Energy Community Secretariat welcomes a recent decision of the Government of North Macedonia to designate the Macedonian Electricity Market Operator - MEMO Ltd as an operator of the organized electricity market in North Macedonia. By this decision MEMO became the first market operator in the Energy Community to be designated in line with the requirements of the EU Capacity Allocation and Congestion Management (CACM) Regulation. This will support the implementation of market coupling project between North Macedonia and Bulgaria initiated under the auspices of the Secretariat and envisaged to be launched in Q3 2021.

Georgia to receive assistance in developing contractual frameworks to support low-carbon electricity generation

The EU4Energy Governance project undertakes to support Georgia in developing a standard form and template for a Contract for Difference, a market-based mechanism for supporting renewables based electricity generation. Georgia introduced a provision on Contracts for Difference in its recently adopted Renewable Energy Law, however, the necessary contractual framework for its implementation is not yet developed.

Cybersecurity Group strengthens cooperation amid cyber-attack risks posing the highest threat to energy system security

On 17 July 2020, as many as 40 participants joined the virtual meeting of the Energy Community Cybersecurity Coordination Group. The overall messages were clear: the Covid-19 pandemic proved that energy system digitalization must be cyber-secure by all means and cyberattacks currently pose the highest risk for energy system security. Enhanced cooperation at the level of the Energy Community could help tackle cybersecurity incidents and threats more effectively.

Secretariat proposes legal measures to support go-live of electricity market coupling projects between Contracting Parties and EU Member States

Secretariat refers Tuzla 7 State aid case to the Ministerial Council

On 26 June 2020, the Secretariat submitted a Reasoned Request to the Ministerial Council for a Decision under Article 91 of the Energy Community Treaty. The case (ECS-10/18) concerns compliance with the Energy Community State aid rules by a decision of the State Aid Council of Bosnia and Herzegovina of 23 July 2018, deciding that a guarantee issued by Federation of Bosnia and Herzegovina in favour of the Export-Import Bank of China to secure a loan to the public utility Elektroprivreda Bosne i Hercegovine does not constitute State aid within the meaning of Article 18(1)(c) of the Treaty.

The resolution of the renewables dispute in Ukraine – an update

At today’s session of the Verkhovna Rada of Ukraine, the Energy and Utilities Committee will review drafts aimed at implementing the Memorandum of Understanding developed in the mediation process under the Energy Community Dispute Resolution and Negotiation Centre. The signature of the Memorandum ending the dispute between two main associations of renewable investors and the Ukrainian Government on 10 June 2020 within the mediation process is an important achievement. It is now important to transpose correctly the Memorandum on terms agreed with the investors into a legislative act still before the summer break.

On 23 June, the Parliament of Federation of Bosnia and Herzegovina adopted a Declaration on the Protection of Rivers, as a response to several conflicts with local communities due to low-quality environmental impact assessments for existing small hydropower plants. Furthermore, the Parliament also adopted conclusions calling for a prohibition of the construction of small hydro power plants on the territory of Federation of Bosnia and Herzegovina.

EU4Energy launches project to support smart meter rollout in Moldova

On 23 June, the first stakeholder meeting to support Moldova in the development of a methodology for smart meter rollout took place under the framework of the EU4Energy project. Smart meters measure the exact use of energy by consumers and send the information automatically to the energy supplier. They allow consumers to better manage their energy use, save money and reduce emissions.

Visit the Energy Community’s legislative observatory with more than 800 national legal documents

The legislative observatory of national secondary legislation has been updated to cover the latest legislative changes in all Contracting Parties.  The observatory now includes secondary gas and electricity legislation for all eight Contracting Parties that have transposed the Third Energy Package and lists all national bodies involved in the drafting and adoption of the legal acts. For the first time, it also covers climate change. In total, more than 800 secondary legal acts and other national documents have been assessed by the Secretariat.

Secretariat launches district heating and cooling network

Today, the Secretariat hosted a workshop dedicated to district heating. The workshop is the first event under the Secretariat’s new initiative to create a network to support efficient heating in the Energy Community. The network will prepare district heating companies for measures stemming from the EU Clean Energy for all European Package. The meeting gathered 50 stakeholders, including representatives of ministries, district heating companies, donors and international financial institutions to share their knowledge and experience with respect to the different challenges and opportunities linked to district heating system operation.

Ukraine to receive EU4Energy assistance in developing regulations needed for oil stocks reform

Secretariat unveils guidelines on natural gas distribution measurement

Gas distribution tariff in Ukraine risks unauthorized offtakes

A pending decision by the national energy regulator of Ukraine, NEURC, may withdraw an earlier decision to increase the gas distribution tariffs in Ukraine. Without distribution tariffs set at an adequate level, unauthorised offtakes of natural gas will persist, impairing the financial stability of the new transmission system operator and putting gas sector reforms at risk.

Contracting Parties improve technical, operational and communication standards to facilitate cross-border gas flows

The Secretariat published today an update of its 2019 report analysing the state of implementation of Regulation (EU) 2015/703 establishing a network code on interoperability and data exchange in the Energy Community Contracting Parties. Compliance in practice has improved. The number of concluded Interconnection Agreements as required by the Regulation significantly increased since the 2019 report. All three of the new agreements were concluded between Ukraine and EU Member States and reach a high level of compliance with the Regulation, especially with respect to measurement principles and data exchange rules.

ANRE and Moldovagaz ask the Secretariat’s Dispute Resolution and Negotiation Centre to facilitate discussions on costs associated with technical losses in gas distribution

The determination and recognition of costs associated with technical losses in the gas distribution tariffs has been an unresolved issue in the Moldovan gas sector for almost a decade. To resolve this issue, ANRE, the Moldovan regulator, and Moldovagaz, as holding company of the distribution companies in Moldova, requested the Centre to facilitate discussions on this matter and committed to make their best efforts to find a solution within a short time. First virtual interconnection point of gas transmission capacity allocation in the history of the Energy Community established between Ukraine and Hungary

On 1 May, the Ukrainian and Hungarian gas transmission system operators, LLC and FGSZ, established the first virtual interconnection point “Bereg” on two interconnection points (Beregovo and Beregdaróc) according to the Capacity Allocation Mechanism (CAM) Network Code. This decision marks the first ever virtual interconnection point between a Contracting Party to the Energy Community and an EU Member State. It follows Ukraine’s decision to perform the first allocation of cross-border capacity on the border with Poland at the Polish GSA Platform Operator.

Secretariat to host first live panel webinar on electricity storage investment

A virtual panel webinar, hosted by the Secretariat, will bring together key actors involved in energy storage investments in the Energy Community on 19 May. Policies to decarbonize the energy sector have led to a continuous increase in renewable power generation technologies, triggering the need for a more intense discussion and action on electricity storage in order to permit greater system flexibility. The four webinar panellists will offer insights into the various aspects of storage from technologies to their range of system services, costs and regulatory treatment.

Energy Community Coordination Group assesses impact of COVID-19 on the renewables sector

Yesterday's Renewable Energy Coordination Group gathered more than 60 participants to discuss the impact of the COVID-19 crisis and other global trends on the renewables sector. As in the EU, the crisis has affected timelines for the implementation of ongoing renewables projects and postponed deadlines for bidding procedures (auctions) for new projects in the Energy Community. At present, Serbia is the only Contracting Party to have temporarily postponed the payment of support to privileged renewables producers during the state of emergency. The meeting highlighted that the promotion of renewable energy must be a strong component of recovery plans.

KOSTT-EMS energy dispute: Light at the end of the tunnel

After long negotiations facilitated by the European Network of Transmission System Operators for Electricity (ENTSO-E), a big step towards resolution of the dispute between the Kosovan transmission system operator KOSTT and the Serbian transmission system operator EMS came on 20 April 2020, when TSOs from Continental Europe voted positively for the draft Connection Agreement with KOSTT. This agreement, once signed and implemented, will end the long-lasting dispute between the two TSOs and give a boost to market integration in the Western Balkans and further with the rest of Europe.

Secretariat congratulates Georgia on moving electricity sector reforms forward during times of crisis

Secretariat receives 155 applications for Energy Community Summer School

The Secretariat has received 155 applications for the 2020 Energy Community Summer School to take place from 22 to 29 of August. Out of the total number of applicants, 138 graduate students and young professionals from 32 countries are eligible to take part. Seventy-eight eligible applications were received from Contracting Parties, 43 from EU Member States, seven from Observers and ten from other countries.

Dispute about Restructuring Support Mechanism for Renewable Energy Projects in Ukraine: Statement by the Mediator

Yesterday, the two renewable energy associations party to the dispute about changes to the support scheme in Ukraine submitted an updated proposal to the Government for the solution of the dispute. The negotiations under the auspices of the Secretariat’s Dispute Resolution and Negotiation Center aim at agreeing on a stabilization package, an amicable solution for the liquidity crisis threatening the offtaker of renewable energy in Ukraine.

Secretariat launches e-forum for gas distribution system experts
