Ministerial Council decides in the Tuzla 7 case

on 1 December 2021

At its meeting yesterday, the Ministerial Council decided that Bosnia and Herzegovina breached its obligations under Energy Community law with regard to the Tuzla 7 project.  The public utility Elektroprivreda Bosne i Hercegovine intends to build a new lignite fired power plant in Tuzla financed by a loan of the Chinese Export-Import Bank. The Federation of Bosnia and Herzegovina issued a guarantee to secure this loan. The national State Aid Council decided that the terms under which this guarantee was granted does not involve State aid. The Energy Community Treaty includes a principle prohibition of State aid in Article 18.

Energy Community adopts Clean Energy Package

The Energy Community Ministerial Council adopted the Clean Energy for all Europeans package at its meeting in Belgrade today under the presidency-in-office of the Republic of Serbia. The package covers legislation in the area of energy efficiency, renewables, governance, electricity market design and electricity security of supply rules, to enter into force in the next years.

EU4Energy helps Moldova and Ukraine improve electricity cross-border capacity allocation

On 26 November, EU4Energy Governance held the concluding stakeholder workshop dedicated to helping Moldova and Ukraine to establish a joint electricity cross-border capacity allocation process. The final deliverables will be provided to the beneficiaries by the end of this month.

The opening statement of the Chairman of the Committee on Industry, Research and Energy in the European Parliament, Mr Cristian-Silviu Buşoi, set the scene for interesting discussions on future energy and climate policies in the Contracting Parties.

Prime Minister of Kosovo* visits Secretariat

Yesterday, Prime Minister Albin Kurti visited the seat of the Energy Community Secretariat in Vienna to discuss Kosovo*’s future energy strategy and a range of ongoing reform measures, such as the market coupling with Albania and increasing payment discipline. The Prime Minister met with Deputy Director Dirk Buschle and Arben Kllokoqi, Electricity Expert. The Secretariat will support Kosovo* on its transition pathway, which faces unique challenges but offers plenty of opportunities for increased competitiveness and resilience.

North Macedonia’s energy regulator joins ACER’s electricity working group

on 23 November 2021

The Agency for the Cooperation of Energy Regulators (ACER) admitted the Energy and Water Services Commission of North Macedonia (ERC) to join its Electricity Working Group as observer. ERC is the second Contracting Party regulator to achieve this status following a positive assessment by the Energy Community Secretariat of the country’s compliance with Third Package requirements in the electricity sector and regulatory independence as well its environmental, competition, climate and renewables performance.

Mediator’s concluding report on Namakhvani HPP in Georgia

Today, the Secretariat’s Dispute Resolution and Negotiation Centre published the concluding report on the mediation in a dispute concerning the Namakhvani hydropower plant project in Georgia. Parties to the mediation were the government as well as a number of civil society organizations and local campaigners. The mediation lasted for six months, as scheduled. It resulted in a number of agreements and follow-up actions summarized in the report. At the end of September, the project developer, who chose not to participate in the mediation, had unilaterally terminated the project contract.

Secretariat initiates dispute settlement procedure against Moldova for lack of unbundling of gas TSO Moldovatransgaz

Today, the Secretariat submitted an Opening Letter to Moldova to address its failure to comply with the provisions on unbundling and certification of its gas transmission system operator (TSO) Moldovatransgaz. In the Opening Letter, the Secretariat preliminarily concludes that the TSO is not unbundled according to the requirements of the chosen Independent Transmission Operator (ITO) model.

Advisory Committee confirms Secretariat’s assessment in case concerning the Tuzla 7 coal TPP project

on 18 November 2021

On Monday, the Advisory Committee rendered its opinion in Case ECS-10/18 against Bosnia and Herzegovina. The case concerns a public guarantee granted by the Federation of Bosnia and Herzegovina in favour of the Export-Import Bank of China for a loan by the latter to the public utility Elektroprivreda BiH d.d. Sarajevo for the Tuzla 7 project. This guarantee has been found by the State Aid Council of Bosnia and Herzegovina not to contain elements of State aid. The Advisory Committee has confirmed the Secretariat’s argumentation that the State Aid Council’s decision does not comply with the State aid acquis and that the public guarantee constitutes State aid.

State aid authority of Serbia approves renewables support scheme

On 4 November 2021, the Serbian Commission for State Aid Control rendered its decision regarding decrees in the framework of the support scheme for renewable energy, in particular the decree on the market premium and feed-in tariff, the decree on quotas and the model contract for market premium. It found that these measures contain elements of State aid which were however compatible and therefore were approved by the Commission.

Annual Implementation Report 2021: Modest reform gains as Energy Community embarks on the energy transition

The Energy Community Secretariat’s Report published today reveals that the Energy Community Contracting Parties have made progress in reforming their energy and climate sectors. In fact, the average implementation score increased from 53% to 56% in the reporting period. However, the overall pace of reform slows down. It was only half that of the previous reporting period.

Over the years, market players have raised numerous issues with access to gas transmission capacity at the borders between the European Union (EU) and the Energy Community, as well as within the Energy Community itself. As a consequence, the EU Agency for the Cooperation of Energy Regulators (ACER) and the Energy Community Secretariat jointly held a public consultation to investigate how the market assesses access to capacity in the region, receiving 15 responses. As a follow up of the analysis, ACER and the Secretariat publish today a joint summary note of the responses.

Decarbonisation of district heating in the spotlight

Today, the Secretariat launched a Discussion Paper on how the heating and cooling sector can contribute to decarbonisation in the Energy Community. Ukraine’s regulator submits new preliminary decision on certification of electricity transmission operator to the Secretariat

On Friday, 1 October 2021, the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) adopted a new Preliminary Decision on certification of the Ukrainian Transmission System Operator for electricity – Joint Stock Company National Power Company Ukrenergo, and invalidated the Preliminary Decision adopted on 2 June 2021. NEURC preliminarily certified Ukrenergo under the independent system operator (ISO) model of unbundling.

Agreement between Makpetrol and North Macedonia concerning the gas system operator fully implemented

Energy Community Summer School helps its participants in shaping the energy transition

The fifth edition of the Energy Community Summer School kicked off on 21 August at the premises of the Energy Community in Vienna. Taught over the course of one week at Vienna University, the Summer School will help empowering a new generation of energy and climate professionals to engage in the energy sectors in transition. Joining the group of forty postgraduate students and young professionals, five journalists from the region will receive a specialized training on energy journalism organized by the Friedrich-Ebert-Stiftung.

Exchange programme for coal regions to share experiences with implementing just transition to clean energy

The programme is an opportunity for regions to start direct, one-to-one dialogues, connect with different stakeholders, learn from each other, and transfer knowledge.  The exchange programme is part of the Initiative for coal regions in transition in the Western Balkans and Ukraine, managed by the European Commission in cooperation with the Energy Community, the World Bank, EBRD, EIB, Poland’s National Fund for Environment Protection and Water Management and the College of Europe in Natolin.

The Namakhvani HPP dispute in Georgia – an update by the mediator

The dispute between public institutions of Georgia and a number of NGOs and local protesters opposing the hydropower project on the Rioni river in Western Georgia needed a channel for direct discussions and work towards solutions. The mediation provides that channel. After a first session on 12 June 2021 in Natakhrari outside Tbilisi, the parties have been jointly working on the implementation and prepare the move to the next stage of the mediation.

On 21 July 2021, a Memorandum of Understanding about trans-regional cooperation on the development of an integrated South-Eastern and Eastern European gas (SEEGAS) market was signed by the Energy Community Secretariat, energy exchanges and trading service providers BRM, UEEX, TGE, CEEGEX and ECG and transmission system operators Moldovatransgaz, GTSOU, FGSZ and GAZ-SYSTEM. The signatories aim to cooperate on the development of cross-border natural gas trading, e.g. on exchange platforms, and introduce transparent and competitive interregional market-based pricing mechanisms and efficient cross-border gas transmission and interoperability.

Secretariat publishes opinion on certification of Moldovan gas transmission system operator Vestmoldtransgaz under Third Energy Package

Today, the Energy Community Secretariat published its Opinion 2/21 on the certification of the Moldovan gas transmission system operator Vestmoldtransgaz under the Third Energy Package. Before its commercial operation date (envisaged for 1 October 2021), Vestmoldtransgaz is not yet performing actual transmission services, but fulfills other important tasks of a transmission system operator. The Opinion largely supports the certification of Vestmoldtransgaz in line with the Moldovan regulatory authority’s (ANRE) Preliminary Decision.

LLC Ukrainian Energy Exchange becomes first licensed commodity exchange in Ukraine

On 1 July 2021, the law on commodity exchanges introducing rules to regulate activities of the exchange market and establishing the basic requirements for such activities entered into force in Ukraine, replacing an outdated law from 1991.  Based on this law, the National Securities and Stock Market Commission, the regulator in charge of exchange trading, issued the first license for the organization of commodity products trading and clearing activities to LLC Ukrainian Energy Exchange.

The Namakhvani mediation – follow-up on Saturday’s meeting

This Saturday, the first meeting in the negotiations between civil society and the government of Georgia concerning Namakhvani hydropower project on the Rioni river took place outside Tbilisi. The parties agreed on a number of measures and actions to be taken on three main subjects: effective and transparent control of the conditions in the construction and environmental permits and their review by independent experts, a de-escalation of the situation in the Rioni valley review, and an open debate on Georgia’s future energy security on the basis of the draft National Energy and Climate Plan. The negotiations were mediated by the Secretariat's Dispute Resolution and Negotiation Center.

Ministry for Innovation and Technology of Hungary and Energy Community Secretariat team up to support green transition in the Western Balkans

Today, the Ministry for Innovation and Technology of Hungary through its development agency of the Western Balkans Green Center (WBGC) and the Vienna-based Energy Community Secretariat joined efforts to help the Western Balkans fight climate change and foster the region’s green transition. Cooperation will take the form of knowledge sharing and exchange programs under the newly created Center of Excellence in Green Transition for the Western Balkans (CEGT) as part of the WBGC, to be based in Budapest, with additional external events and capacity support at the seat of the Secretariat in Vienna. All actions will be in line with the Paris Agreement, the European Green Deal and the Sofia Declaration on the Green Agenda for the Western Balkans.

The European Parliament puts emphasis on the Energy Community in the European Strategies for Energy System Integration and for Hydrogen

At its plenary session on 19 May 2021, the European Parliament adopted resolutions on two key strategies of the European Green Deal. By underlining the need for cross-border cooperation in energy system integration and in hydrogen on the basis of mutually respected rules and principles, the Parliament reiterated its engagement for a continent-wide green transition and its support for the Contracting Parties in this process. The rise of renewables will facilitate the phase-out of coal in the Energy Community only if the benefits of an integrated market with the Union are maintained. The revision of the Renewable Energy Directive will play a key role in this respect, and will be instrumental to ensure that incentives such as trading guarantees of origin with entities in EU Member States will support the growing share of renewable energy in Contracting Parties.

Ministerial Council decides on failure of Serbia to grant non-discriminatory access to the Horgoš gas entry point

Last week, the Ministerial Council of the Energy Community rendered its decision on the failure of Serbia to comply with its obligations under the Treaty in Case ECS-13/17. The Ministerial Council decided that the discriminatory terms for granting third party access and capacity allocation by the Serbian gas incumbent Srbijagas, on the gas interconnector with Hungary at Horgoš infringes the Third Energy Package’s Gas Directive and Regulation. By consequence, Serbia failed to comply with its obligations under the Energy Community Treaty.

Secretariat to assist civil society and the government in dispute over the Namakhvani project in Georgia

The Secretariat has been repeatedly approached with concerns by civil society representatives over the environmental impact and safety of the Namakhvani Cascade hydropower project. Namakhvani is located in Western Georgia on the Rioni river. Over the past months, the implementation of the project has been facing opposition and protests from civil society and local population alike. In March, the campaigners and the government agreed to suspend the construction of the dam for at least nine months. The government has invited the Chair of the Secretariat’s Dispute Resolution and Negotiation Centre, Deputy Director Dirk Buschle, to mediate the discussions between the parties, and to review all documents and procedures carried out in relation to the project so far against Energy Community law and best European practice.

Contracting Parties’ gas supply costs hit record low levels but still higher than EU average

Serbia adopts energy law package

Yesterday, the Parliament of Serbia adopted a package of laws on energy, renewable energy sources, energy efficiency and mining. The Energy Law is expected to introduce long-awaited reforms, including unbundling of electricity and gas transmission system operators. The Law on Renewables constitutes a milestone for auctions and market-based renewable energy support. The package anticipates certain elements of the Clean Energy Package, which will be adopted in the Energy Community later this year, including the promotion of prosumers.

Ukraine adopts law on certification of electricity transmission operator under Third Energy Package

On 15 April, the Parliament of Ukraine adopted a law that paves the way for the certification of the electricity transmission system operator Ukrenergo. The Law transposes the provisions of Electricity Directive 2009/72/EC related to the Independent System Operator Model. The certification of Ukrenergo was previously rejected by the Secretariat due to non-compliance with the Ownership Unbundling Model.

New balancing market in Albania helps resolving the long-standing Ashta dispute

Albania has reached another milestone in its electricity market reform. The new balancing rules in force as of 1 April 2021 introduce market based procurement of balancing services and imbalance price formation. Market participants can now offer balancing services in Albania, and may hedge their own balancing responsibility by creating or joining balance groups. This will be important in particular for independent hydro power producers (HPPs), which became responsible parties for their imbalances with the creation of the balancing market as well. A balance group that integrates small HPPs in Albania would ensure efficient integration of these producers into the electricity market and allow them to optimise balancing costs. The Secretariat will support HPPs and their counterparties in designing the most appropriate solutions.

Improving implementation and enforcement of environmental impact assessment - a priority for the Energy Community

The aim of the EIA Working Group is to identify and address challenges in the transposition and implementation of the EIA Directive. The Working Group will support the Contracting Parties in the drafting and revision of EIA related legislation and improve institutional capacities in the preparation and monitoring of EIA procedures. It will also serve as a platform to share know-how and best practices among the Contracting Parties.

Secretariat issues opinion on certification of GSE under the Third Energy Package

Today, the Secretariat published its Opinion on GNERC’s, the Georgian regulator’s, draft certification decision concerning the public electricity transmission system operator GSE. In its Opinion, the Secretariat takes the view that GSE is currently not unbundled in line with the ownership unbundling model as required by Article 9 of the Electricity Directive. Most notably, GSE is still directly and indirectly controlled by the same public body, the Ministry of Economy, which controls also the public companies active in generation and/or supply of natural gas or electricity.

On the basis of the Secretariat’s expert input in the drafting phase, the Parliament stressed the need for continued reforms in line with Energy Community obligations for creating a competitive internal energy market and achieving the decarbonization commitments of the Sofia Declaration on the Green Agenda for the Western Balkans. The Contracting Parties were encouraged to actively participate in the implementation of the European Green Deal in particular by introducing a carbon price, removing non-compliant fossil fuel subsidies and phasing-out coal as well as adopting integrated National Energy and Climate Plans.

North Macedonia’s electricity producer ESM commits to internal carbon pricing

North Macedonia’s state-owned electricity producer Elektrani na Severna Makedonija (ESM) has expressed its intent to design and implement an internal mechanism to price carbon emissions of its plants and operators by the end of 2021 with the support of the Energy Community Secretariat. The carbon price will be incorporated in all investment decisions and its level based on the market price set under the EU Emission Trading Scheme.

Secretariat initiates dispute settlement procedure against Montenegro and Ukraine for lack of transposition of REMIT Regulation

On 25 March 2021, the Energy Community Secretariat initiated an ex officio dispute settlement procedure against Montenegro and Ukraine for the lack of transposition of the REMIT Regulation. In its Reasoned Requests, the Secretariat takes the view that these two Contracting Parties have not yet complied with the requirements for transposing REMIT as adapted and adopted by the Energy Community, in line with the deadline foreseen by the Energy Community acquis, i.e. by 29 November 2019.

Secretariat initiates dispute settlement procedures against four Contracting Parties in relation to NERPs

on 16 March 2021

Today, the Secretariat launched dispute settlement procedures against Bosnia and Herzegovina, Kosovo*, North Macedonia and Serbia for not meeting their NERP ceilings for the reporting years 2018 and 2019. NERPs (National Emission Reduction Plans) are an instrument to comply with the Large Combustion Plants Directive and as such, they are to provide for emission reductions for sulphur dioxide, nitrogen oxides and dust for the group of plants covered by their scope. In the case of Serbia, compliance with the ceiling for sulphur dioxide presents the biggest challenge, while North Macedonia faces problems with ceilings for sulphur dioxide and dust. Bosnia and Herzegovina and Kosovo* failed to meet the ceilings for all three pollutants.

EU4Energy Phase II launched

The Energy Community Secretariat has been entrusted to manage one of the components in the EU4Energy Programme Phase II between 2020 and 2024. Throughout the action, the Secretariat will work with stakeholders in Georgia, Moldova and Ukraine in order to assist them with the drafting, transposition and implementation of energy reforms, including the Clean Energy for all Europeans Package. The targeted sectors are electricity, gas (including hydrogen), energy efficiency and renewable energy. In order to better measure policy reforms, the Secretariat will develop and use additional implementation indicators.

Riding the renovation wave in the Western Balkans

In 2020, the European Commission adopted “An Economic and Investment Plan for the Western Balkans”, earmarking an overall budget of EUR 9 billion for its implementation during 2021-2027. A fair share is expected to finance buildings renovation and decarbonisation of heating and cooling sectors. The Secretariat’s Discussion Paper, published today, presents its views on how to make the renovation wave in the Western Balkans a success and issues recommendations for its design and implementation. The Paper focuses on the renovation of multi-apartment buildings, which have the biggest potential for energy savings in the Western Balkans.

Energy and Climate Committee gives new impetus to ambitious target setting for the Energy Community

The 6th Energy and Climate Committee (ECC) meeting brought together more than 100 participants, including Ministers of the Contracting Parties and leadership from the energy and climate departments at the European Commission, to reaffirm political commitment for the adoption of 2030 energy and climate targets. The European Commission’s study on extending EU energy and climate modelling capacity to the Contracting Parties is expected to provide robust results supporting ambitious target setting for energy efficiency, renewable energy shares and greenhouse gas emission reduction at the next Ministerial Council in autumn 2021, together with the adoption of relevant legislative elements of the Clean Energy for all Europeans Package.

Bosnia and Herzegovina takes steps to address challenges arising from small hydropower development

Study proves great underutilization of existing cross-border electricity infrastructure for trading purposes and energy transition

Better use of existing cross-border electricity interconnectors between Energy Community Contracting Parties and with EU Member States could boost competition to the benefit of consumers and help support integration of renewables and decarbonisation of the electricity sector.  This is the conclusion of a study undertaken by experts of the Energy Community Secretariat, which assessed the Contracting Parties’ electricity interconnectivity level with respect to EU 2020 and 2030 interconnectivity criteria and usage of existing interconnectors.

Secretariat in partnership with ACER to host webinar series on hydrogen

The Energy Community Secretariat and the European Union Agency for the Cooperation of Energy Regulators (ACER) have been actively exploring the role of hydrogen in the transition towards a low-carbon economy. The Secretariat focused on the potential of hydrogen production, transport and use in the Contracting Parties. ACER undertook a first assessment on the energy transition aspects as applicable to gas infrastructure and the current possibilities for admixing hydrogen and injecting biomethane or transporting pure hydrogen via existing gas networks, as well as network adaptations to allow this in the future.

Secretariat welcomes decision of Romanian regulatory authority to apply gas network codes on cross-border interconnection points with Energy Community Contracting Parties

The energy regulatory authority of Romania, ANRE, adopted last week a decision that rules on the applicability of gas network codes on gas cross-border interconnection points between Romania and the Energy Community Contracting Parties. Specifically, this relates to the gas interconnection points of Romania to Moldova and Ukraine. The Romanian regulator made the applicability of the gas network codes subject to the codes being applicable first by Moldova and Ukraine on individual interconnection points.

Secretariat concerned about the implementation of NERPs in four Contracting Parties

Yesterday, the Secretariat sent warning letters to Bosnia and Herzegovina, Kosovo*, North Macedonia and Serbia to express concerns about the implementation of their National Emission Reduction Plans (NERPs). Regional modellers discuss impact of the pandemic on energy and climate planning

Yesterday’s Energy Community Regional Exchange of Modelling Experts of the Western Balkans gathered around 40 participants to discuss the impact of the ongoing COVID-19 pandemic on the economy and energy sector. “Projections of economic growth and energy consumption build the base for integrated energy and climate planning. An overestimation leads to oversized plans for the energy system and misguides investment decisions. We heard from many Contracting Parties about ongoing discussions on whether and how to adapt related projections to the current pandemic situation”, says Anja Rosenberg, Technical Advisor at the Energy Community Secretariat. As the first Contracting Party, North Macedonia presented its new lowered GDP projections yesterday, which already anticipate the impact of future economic downturns.

Consumers miss out on lower gas prices due to lack of reform progress in the Energy Community – the highest welfare losses in Serbia

Consumers in countries that have not liberalised their gas markets are locked in with one supplier. Competition would allow these consumers to benefit from chances offered by participating in the European gas markets. High dependence on one source of supply in the less integrated and diversified gas markets of the Energy Community Contracting Parties clearly contributes to higher wholesale prices and welfare losses for gas consumers. The recently published Energy Community Regulatory Board Market Monitoring Report on gas wholesale markets demonstrates the striking welfare loss expressed in differences between lower European gas hub prices and those at which consumers in Serbia, Moldova and North Macedonia are supplied. Data for Bosnia and Herzegovina operated under similar conditions are not accessible. Consumers on the Ukrainian market, on the other hand, reaped all the benefits from lower prices thanks to market liberalization and integration with European neigbours.

Study unveils the most cost-effective and sustainable way to price carbon emissions in the Energy Community

Secretariat calls on State aid authorities to scrutinize subsidies to coal

In December 2020, the Secretariat published a new study on coal subsidies in Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Ukraine during 2018-2019. The study, which builds on a previous analysis covering 2015-2017, pinpoints the direct and hidden subsidies channelled to the coal sector in these Contracting Parties.

Agreement between Makpetrol AD Skopje and North Macedonia approaches full implementation

The end of 2020 saw significant progress in the gas market of North Macedonia. On 28 December 2020, the Assembly of North Macedonia adopted a law authorizing the Government to sign an agreement resolving the dispute between Makpetrol AD Skopje and the Republic of North Macedonia. Immediately after, a settlement agreement was signed by the parties. The agreement marks the end of a dispute that had been paralyzing the country’s gas sector development for the past 23 years.

Ministerial Council adopts measures against Bosnia and Herzegovina and list of priority infrastructure projects

Following the 18th Ministerial Council of the Energy Community, convened virtually under the Montenegro Presidency on 17 December 2020, the Ministerial Council by written procedure suspended certain rights of Bosnia and Herzegovina under the Energy Community Treaty on account of the country’s serious and persistent failures to comply with the Second Energy Package in the gas sector, the Sulphur in Fuels Directive as well as the Third Energy Package in both electricity and gas. According to the Ministerial Council’s Decision, Bosnia and Herzegovina will not participate in the decision-making on matters of budget and enforcement for a period of two years, unless it rectifies the breaches in question in the meantime.

Albania adopts Climate Change Law

on 12 January 2021

The Law on Climate Change, approved by the Albanian Parliament last December, envisages, among other things, submitting the country’s Nationally Determined Contribution on reducing GHG emissions to the UNFCCC; integrating mitigation and adaptation issues into legislation, strategies, and programmes; and creating a comprehensive legal and inter-institutional framework for climate action at the national level.

18th Ministerial Council embraces climate neutrality for the Energy Community and its Contracting Parties

The 18th Ministerial Council took steps to further joint efforts towards the clean energy transition in the Energy Community aiming at climate neutrality in line with the Paris Agreement under the chairmanship of H.E Mladen Bojanić, Minister in charge of energy of Montenegro. Opening speeches by H.E. Zdravko Krivokapić, Prime Minister of Montenegro, and Cristina Lobillo, Director for Energy Policy at the European Commission, underlined the importance of the Energy Community as an essential tool for extending sustainable energy policies and cooperation outside the EU’s borders.

Secretariat facilitates South East and East European Gas (SEEGAS) platform meeting

Yesterday, the Energy Community Secretariat launched the South East and East European Gas (SEEGAS) initiative. The energy exchanges BRM, UEEX, TGE, HEnEx, CEEGX and CEGH and gas trading companies such as Shell, ENGIE, OMV and Uniper together with transmission system operators from the region established a coordination platform during the kick-off meeting.

First cross-border capacity auctions for Kosovo*

As of today, 14 December 2020, the Connection Agreement between KOSTT and transmission system operators (TSOs) from Continental Europe entered into force marking the first day of operation of KOSTT as a control area within the joint control block with Albanian TSO, OST. In addition, the new 400kV line between Kosovo* and Albania is now in operation contributing to further cross-border exchanges.

New platform dedicated to coal regions in transition in the Western Balkans and Ukraine takes off

The inaugural meeting of the Coal Regions in Western Balkans and Ukraine Platform kicked off today. The virtual meeting brought together representatives from these transitioning energy economies with the goal to share experiences, best practices and lessons learned on the energy transition. The meeting was opened by World Bank Country Director for Europe Western Balkans Linda Van Gelder and the European Commission Director for Internal Energy Market in DG ENERGY Catharina Sikow-Magny. With today’s launch, the European Commission emphasised the importance of the valuable lessons learnt from the experiences shared among 34 EU coal regions across 14 EU Member States in the framework of the ongoing EU initiative for coal regions in transition, which was launched exactly three years ago.
