28 November 2023

Today, the Energy Community Regulatory Board - ECRB published its first report on transmission and distribution tariff methodologies in the Energy Community Contracting Parties, fulfilling the requirements of Regulation (EU) 2019/943 of 5 June 2019 on the internal market for electricity.

The report analyzed the transmission and distribution tariff methodologies applied in the Contracting Parties, including the regulatory framework for network tariff regulation, methods to ensure transparency in tariff setting, the composition of allowed revenues and costs, tariff design, among others.  Furthermore, the report offers insights into the main aspects of setting other network-related charges, such as connection and reactive charges.  The ECRB has put forward recommendations aimed at enhancing transmission and distribution tariff methodologies within the Contracting Parties, with the goal of aligning them with the requirements outlined in the Clean Energy Package, as needed.

In line with Regulation 2019/943, this report shall be duly taken into consideration by the national regulatory authorities of the Contracting Parties when setting or approving transmission and distribution tariffs, along with the methods used to determine them.
