Secretariat issues opinion on certification of GSE under the Third Energy Package

Today, the Secretariat published its Opinion on GNERC’s, the Georgian regulator’s, draft certification decision concerning the public electricity transmission system operator GSE. In its Opinion, the Secretariat takes the view that GSE is currently not unbundled in line with the ownership unbundling model as required by Article 9 of the Electricity Directive. Most notably, GSE is still directly and indirectly controlled by the same public body, the Ministry of Economy, which controls also the public companies active in generation and/or supply of natural gas or electricity.

GNERC is to adopt a final certification decision within two months, taking utmost account of the Opinion of the Secretariat.
