EU4Energy supports Ukrainian Regulator in meeting the energy market performance reporting requirements under Energy Community and EU acquis
On February 8, 2023, the representatives of the National Energy and Utilities Regulatory Commission (NEURC) and experts from Energy Community Secretariat met under umbrella of EU4Energy Governance Project to discuss joint activities in course of improving the preparation of NEURC’s Annual Report in line with the best EU practices.
Following the Energy Community acquis implementation and transformation of Ukrainian energy markets the NEURC faces the need to align its monitoring and reporting performance in order to ensure the relevant information will be available for reporting, including to the Energy Community Secretariat. The Clean Energy Package[1] and the new Electricity Market Package[2] adopted in Energy Community provide for the further reforms in particular on electricity market and require new monitoring data and reporting from the regulators.
During the kick-off meeting under Activity UA 2.4, the participants discussed current legal requirements as regards content of the Annual Report, main areas of concern and improvement, the timeline of the project.
This technical assistance will provide overview of reporting practice of the Energy Community Secretariat, the ACER/CEER and Regulators of Energy Community Contracting Parties and EU MSs and will give recommendations to the NEURC on the monitoring indicators to be included in the Annual Report as well as to the structure of the Report.
