At its meeting in Vienna under the presidency-in-office of Ukraine, the Energy Community Ministerial Council adopted 2030 targets to reduce primary and final energy consumption, accelerate the uptake of renewables and reduce greenhouse gas emissions to achieve climate neutrality by 2050 on 15 December 2022.
The ministers also adopted a new electricity integration package, enabling full market integration of Energy Community Contracting Parties into the European market, based on the principle of reciprocity, that will support the large-scale integration of renewables and coal-phase out.
The two decisions successfully brought an end to a several years of work. This page maps the adoption steps and explains the new packages more in detail.
The Path towards the Clean Energy Package
30 November 2021: Clean Energy for all Europeans package adopted
The Ministerial Council adopts the Clean Energy package, covering legislation in the area of energy efficiency, renewables, governance, electricity market design and electricity security of supply rules.

With Decision 2022/02/MC-EnC, the ministers adopt the 2030 energy and climate targets. The targets put the Contracting Parties on a path towards achieving climate neutrality of their economies by 2050 and decreasing dependence on fossil fuels in the shorter term.

With Decision 2022/03/MC-EnC on electricity market acquis and Procedural Act 20221/01/MC-EnC on regional energy market integration, the Electricity Integration Package is incorporated into the acquis.The secondary legislation necessary to comply with the new provisions is to be enacted by end of 2023.
