Ministerial Council finds that Kosovo* has not transposed the Large Combustion Plants and the Industrial Emissions Directives

Following up on its meeting on 13 December 2019 in Chisinau, the Ministerial Council of the Energy Community decided by written procedure on a dispute settlement case concerning Kosovo*. The case addresses the failure by Kosovo* to transpose the Large Combustion Plants and the Industrial Emissions Directives related to reducing the emission of certain pollutants into the air. Kosovo*’s electricity sector is predominantly based on coal.

The decision is based on Article 91 of the Treaty and follows an opinion of the Energy Community Advisory Committee which upheld the Secretariat’s assessment in the case.
