Secretariat initiates dispute settlement procedure against Moldova for lack of unbundling of gas TSO Moldovatransgaz

Today, the Secretariat submitted an Opening Letter to Moldova to address its failure to comply with the provisions on unbundling and certification of its gas transmission system operator (TSO) Moldovatransgaz. In the Opening Letter, the Secretariat preliminarily concludes that the TSO is not unbundled according to the requirements of the chosen Independent Transmission Operator (ITO) model. 

In the Secretariat’s preliminary assessment, by not implementing the requirements of unbundling and certification of the transmission system operator Moldovatransgaz, Moldova fails to comply with its obligations under the Energy Community Treaty.
