Albania adopts Climate Change Law
The Law on Climate Change, approved by the Albanian Parliament last December, envisages, among other things, submitting the country’s Nationally Determined Contribution on reducing GHG emissions to the UNFCCC; integrating mitigation and adaptation issues into legislation, strategies, and programmes; and creating a comprehensive legal and inter-institutional framework for climate action at the national level.
The Law includes provisions on Monitoring, Reporting and Verification of GHG emissions, which is key to gaining accurate information on emissions and the foundation for the transposition and implementation of the Emission Trading Scheme Directive, as anticipated by Prime Minister Rama by signing the Sofia Declaration in October 2020. It also provides the legal basis for the adoption of the National Energy and Climate Plan (NECP) for the period 2021-2030 by the Council of Ministers of Albania.
