Standing Strong: The Secretariat's unwavering support through two years of war in Ukraine

On the second anniversary of Russia's invasion of Ukraine, the Energy Community Secretariat remains committed to supporting Ukraine during the ongoing war. With hundreds of thousands facing dire energy shortages due to the war's devastating impact on infrastructure, the Secretariat has been at the forefront of relief efforts since the first day of Russia’s full-scale invasion of Ukraine, on 24 February 2022.

By providing energy equipment assistance, legal aid, energy market observation, and assistance on green reconstruction and recovery, the Secretariat remains devoted to strengthening Ukraine's energy sector and its ties with the EU. As Ukraine perseveres, so does our unwavering support, backing them towards stability and progress." – stated Artur Lorkowski, the Director of Energy Community Secretariat.  

The Secretariat supports Ukraine, its largest Contracting Party, through a diverse range of initiatives spanning from legal support, market observation, and energy equipment aid, all aimed at enhancing the resilience of Ukraine's energy sector and fostering closer integration with the EU.

The Ukraine Support Task Force (USTF)

Established in early March 2022, the Ukraine Support Task Force supports Ukraine by assisting the door-to-door delivery of specialized energy equipment, fuels and materials needed to repair infrastructure damaged during the war. It partners with the Emergency Response Coordination Centre (ERCC) of DG ECHO to develop sustainable processes within the Union Civil Protection Mechanism (UCPM). Globally coordinating efforts, it has facilitated 138 in-kind donations and delivered over 5,400 tons of energy-related equipment from 100 donors across 24 countries.

Ukraine Energy Support Fund (UESF) 

Founded in April 2022 in collaboration with the European Commission and Ukraine's Ministry of Energy, the Ukraine Energy Support Fund has attracted donations totalling EUR 405 million to address the lack of resources for urgently needed repair of the energy infrastructure hit by shelling. The Fund plays a crucial role in providing Ukrainian energy companies with vital equipment, spare parts, and fuels to facilitate the restoration and maintenance of the energy infrastructure. Notable donors include Germany, European Union, Sweden, United States, Denmark, Great Britain, Switzerland, Austria, Spain, Belgium, and Iceland.

Ukraine Energy Market Observatory

Established in January 2023, the Ukraine Energy Market Observatory closely follows and reviews all developments related to the energy market and corporate governance in Ukraine. It ensures unbiased and transparent monitoring of energy markets under Martial Law, advises on energy reforms and further steps towards market integration of Ukraine, and provides stakeholders and investors with regulatory insights. To date, it has published 18 assessments and three quarterly reports.

Ukraine Pro Bono Legal Support Platform

Launched in July 2023, the Ukraine Pro Bono Legal Support Platform offers Ukrainian public energy companies the legal advice necessary to establish accountability for attacks on energy infrastructure and to recover damages. Through the Platform, law firms and independent lawyers dedicate pro bono hours for various legal projects. Since the launch, more than 60 law firms and independent experts have joined the initiative. The Platform currently provides Ukrenergo and Ukrhydroenergo with legal counsel for potential lawsuits against the Russian Federation.

National Energy and Climate Plan – a blueprint for green reconstruction and recovery

Established through a Memorandum of Understanding signed in March 2023 with the Ukrainian Government, the Secretariat facilitates support for the development of the NECP in line with the Energy Community Treaty obligations and coordinates international donors. The NECP will be a blueprint for green reconstruction and recovery in Ukraine. The draft NECP is currently being finalized by Ukrainian authorities. After receiving official recommendations from the Secretariat, it is planned to be adopted by June 2024. 

The Government of Ukraine, the Secretariat, G7+ members and other international partners initiated a High-Level Advisory Group co-chaired by First Deputy Prime Minister Yulia Svyrydenko and Michał Kurtyka, former Minister of Climate, Energy, and Environment of Poland.  The Group advises the NECP preparation and consultation process, by offering high-level recommendations to Ukrainian authorities and guiding technical efforts.
