Today, the Energy Community Parliamentary Plenum (ECPP) convened in Brussels, bringing together Members of the European Parliament’s Committee on Industry, Research, and Energy (ITRE), along with parliamentarians from Energy Community Contracting Parties, to address key issues surrounding Europe’s energy future. 

On 28 November, the Energy Community Secretariat published Opinion 3/24 on the unbundling of Transportgas Srbija, Serbia’s gas transmission system operator (TSO).

The first items procured under the Ukraine Energy Support Fund (UESF), benefiting from a tax exemption and supporting the rehabilitation of war-damaged energy infrastructure, are now crossing the border into Ukraine.

On July 16th, 2024, the Verkhovna Rada of Ukraine adopted two significant laws, 11258 and 11259, which grant tax exemptions for items brought into Ukraine under agreements funded by the Energy Community Secretariat within the framework of the Ukraine Energy Support Fund. These laws aim to facilitate VAT and customs duties exemptions for imported equipment, including gas turbine generators, solar panels, batteries, and other energy equipment required for ensuring uninterrupted supply of electricity and heat for Ukrainians.

The Ukraine Energy Support Fund today organized a private donor meeting aimed at strengthening Ukraine’s energy resilience ahead of the challenging winter season of 2024/2025.

Today in Banja Luka, the Minister of Energy and Mining of the Republika Srpska, Petar Đokić, and the Director of the Energy Community Secretariat, Artur Lorkowski, held a meeting to discuss ongoing support and collaboration in Bosnia and Herzegovina’s energy sector. The discussions centered around the obligations from the Energy Community Treaty that Republika Srpska is implementing within its jurisdiction.

The Energy Community Secretariat welcomes the successful launch of the day-ahead and intraday electricity markets in Georgia. GENEX held its first day-ahead auction for electricity delivery on July 1st, initiating a gradual process towards the liberalization of the electricity market in the country. The Secretariat notes that this process includes limitations concerning market access, transitioning to shorter settlement periods, incorporating balancing responsibilities, and ensuring adequate market participation.

Artur Lorkowski, Director of the Energy Community Secretariat, Svitlana Grynchuk, Deputy Minister of Energy and Volodymyr Kudrytskyi, Chairman of the Management Board of Ukrenergo, visited the installation of three shunt reactors worth a total of EUR 4.4 million, purchased by the Ukraine Energy Support Fund (UESF), in response to serious damages caused by a Russian drone attack.

The Ukraine Energy Support Fund has procured a power transformer for approximately 1.3 million euros, funded by a financial contribution from the German Federal Ministry for Economic Affairs and Climate, implemented by KfW. This purchase will directly benefit over 65,000 residents of the historical section of Odesa.

Following a meeting facilitated by Aleksandra Bujaroska, the Environmental Expert of the Energy Community Secretariat, the cross-border dialogue group, comprising representatives from Bosnia and Herzegovina and Montenegro, has reached an agreement on the second phase of the roadmap for the HPP Buk Bijela project. This phase will focus on conducting a new Environmental Impact Assessment (EIA) for the project.

Today, industry leaders, policymakers, and stakeholders gathered in Kyiv for a high-level conference titled "Gas(es) markets in Ukraine – the Reform and the Outlook perspective." This conference, organized under the EU4Energy Project, provided a crucial platform to discuss the ongoing transformation of Ukraine's gas sector and its implications for regional energy security.

The Cabinet of Ministers of Ukraine has approved the National Energy and Climate Plan (NECP) for the period up to 2030. The decision was made at a meeting on 25 June. The NECP is a strategic document aimed at harmonizing environmental, energy, and economic policies for Ukraine's sustainable development.

The Energy Community Security of Supply Coordination Group – Sub-Group for Electricity convened an extraordinary meeting to discuss the recent major grid incident that led to a power system blackout in Albania, Montenegro, and Bosnia and Herzegovina, and a partial blackout in Croatia on June 21. 

Director Artur Lorkowski and the Head of the Committee of the Verkhovna Rada of Ukraine on Energy and Housing and Communal Services, Andrii Gerus, signed a Memorandum of Understanding between the Energy Community Secretariat and the Committee. The MoU aims to enhance cooperation in the energy sector to fulfill Ukraine's commitments under the Energy Community Treaty.

The Energy Community Secretariat has released a Q&A document for the recently launched tender concerning Project Management and Supervisory Services for Distributed Renewable Energy Sources (RES) Projects under the Ukraine Energy Support Fund (UESF).

Today, the Energy Community Secretariat releases its new Policy Guidelines on Permit-Granting and Planning of Energy Projects. A focused panel discussion on Ukraine’s National Energy and Climate Plan (NECP) took place today at the Ukraine Recovery Conference (URC) in Berlin, under the moderation of Artur Lorkowski, Director of the Energy Community Secretariat. The session, titled “Green Transition as a Business Case,” addressed the implementation and investment opportunities associated with the NECP.

Today, at the Ukraine Recovery Conference in Berlin, the Energy Community Secretariat and the International Renewable Energy Agency (IRENA) signed a Letter of Intent to closely work together in support of sustainable energy initiatives in Ukraine.  

Last Friday in Vienna, the fifth Dispute Resolution Forum took place at the Energy Community Secretariat under the motto "To hold a pen is to be at war." The event concentrated on Ukraine's pursuit of justice—from holding Russia accountable to securing reparations.

On 5 June 2024, the Secretariat issued the Recommendations of the draft National Energy and Climate Plan of Ukraine. Artur Lorkowski, Director of the Secretariat, said: The finalization of the NECP is an important step in providing clarity for the future path Ukraine intends to take in its energy and climate policy, informing the green reconstruction and recovery.

The 29th Athens Electricity Forum has successfully concluded, attracting a significant number of attendees from around the world, both in-person and online. The two-day event focused on discussions and debates concerning the Energy Community electricity markets.

The Energy Community Secretariat is excited to announce the launch of a new tender, inviting qualified entities to submit proposals for providing Project Management and Supervisory Services for Distributed Renewable Energy Projects under the Ukraine Energy Support Fund.

The Ukraine Support Task Force in collaboration with Pfisterer, a prominent German provider of electrical services, is proud to announce the successful delivery of essential power grid repair kits to a designated hub in Ukraine. This delivery is part of a broader initiative to assist in the recovery and stabilization of Ukraine's energy sector, which has been significantly impacted by the devastating war.
 

The Energy Community Regulatory Board (ECRB), the regional authority of energy regulators, has officially released its 2023 Annual Report. This document details a year marked by proactive measures to integrate the energy markets of its Contracting Parties with the EU's internal electricity and natural gas markets, emphasizing fairness and consumer protection. 

The  Secretariat is pleased to announce the completion of a thorough inspection of vital energy equipment and fuel delivered under the Ukraine Energy Support Fund. This inspection forms part of the Secretariat’s continuous commitment to transparency and accountability in the management and utilization of donated resources.
 

The Energy Community Secretariat has published its 2024 annual report detailing the progress in the implementation of Regulation (EU) 2022/1032, also known as the Storage Regulation. This regulation mandates the Secretariat to monitor and report on the advancements made by the Contracting Parties in adhering to storage obligations and certifying storage system operators.

Today, the Energy Community Secretariat published its Opinion 1/24 of 21 May 2024 on the certification of NOMAGAS, the gas TSO of North Macedonia. The Opinion largely supports the certification of NOMAGAS in line with the Energy and Water Services Regulatory Commission of the Republic of North Macedonia’s (ERC) Preliminary Decision.

Today in Vienna, the Energy Community Parliamentary Plenum convened its first meeting of the year, bringing together representatives from the national parliaments of its Contracting Parties, including Bosnia and Herzegovina, Moldova, Montenegro, Kosovo*, and Ukraine.

Artur Lorkowski, Director of the Energy Community Secretariat, today concluded his visit to Bosnia and Herzegovina, where he engaged with local energy officials to enhance cooperation and promote advancements in energy sector reforms. Throughout his visit, Director Lorkowski met with key stakeholders across the energy sector to discuss ongoing and upcoming initiatives.

The Ukraine Energy Support Fund has received a new pledge of EUR 5 million from the Federal Ministry of Climate Action, Environment, Energy, Mobility, Innovation, and Technology of the Republic of Austria. This contribution is part of Austria's ongoing support for Ukraine, aimed at reinforcing its energy infrastructure amidst the war.

Artur Lorkowski, Director of the Energy Community Secretariat, delivered a key address at the SEEnergy Ministerial Conference today, focusing on the critical need for collective efforts to integrate Southeast Europe and the Black Sea region into the broader European energy market. The conference emphasized the transformative potential of the energy transition and the essential need for increased cooperation throughout Southeast Europe.

The Ukraine Energy Support Fund has procured five automatic gas distribution stations, valued at approximately 8 million euros, to support the restoration and capacity increase of Ukraine's energy infrastructure, which suffers from unrelenting targeted Russian attacks. This procurement has been funded by a contribution from Germany, implemented through KfW.

Artur Lorkowski, Director of the Energy Community Secretariat, participated at the Western Balkans Leaders’ Summit in Kotor yesterday, which convened under the theme “One region, common vision.” The Summit aimed to discuss the European Union’s Growth Plan for the Western Balkans, bringing together leaders from the region along with representatives from the European Union and the United States.

In March 2024, the Ukraine Energy Support Fund secured essential supplies valued at over EUR 8 million to strengthen Ukraine's energy sector. The Fund dedicated 53% of its resources to enhancing the heating and power co-generation sector, while the remaining 47% focused on damage repairs and replacements in the electricity sector.

Today, Artur Lorkowski, Director of the Energy Community Secretariat, visited Serbia to engage in discussions with Serbian energy officials, aiming to strengthen cooperation and advance energy sector reforms. During his visit, Director Lorkowski met with Dubravka Đedović Handanović, Serbia’s Minister of Mining and Energy, to discuss the progress and future directions of Serbia's energy policies.

The Ukraine Energy Support Fund has received a pledge for an additional EUR 23 million from the United Kingdom, further supporting Ukraine's efforts to reinforce its energy infrastructure. This new grant complements the UK’s previous contributions which now total EUR 50 million over the last two years.

On April 26th, the Energy Community Secretariat, as part of the technical assistance under the EU4Energy governance project, conducted a kick-off workshop on "Technical Assistance in Transposition of VAT Legislation Related to Energy Markets in the Republic of Moldova."

Today, Artur Lorkowski, Director of the Energy Community Secretariat, participated in the TRATOLOW Ministerial Western Balkans and Türkiye Conference, a gathering aimed at fostering dialogue and collaboration towards a greener and more sustainable future for the Western Balkans and Türkiye. 

Artur Lorkowski, Director of the Energy Community Secretariat, participated in the 38th Madrid Forum, and delivered an overview of the Energy Community gas markets. He highlighted the varied progress among Contracting Parties, emphasizing the importance of regional security of supply, particularly given the ongoing war in Ukraine.

The Ukraine Energy Support Fund is currently soliciting bids in the framework of its procurement for gas turbines for Ukraine. The procurement procedure is run by the USAID-funded Energy Security Project implemented by Tetra Tech. 

In response to the pressing needs of the Kherson Region in Ukraine, the Ukraine Energy Support Fund has recently procured a crucial delivery of 27 transformers—comprising 3 transformers, 15 current transformers, and 9 voltage transformers—financed by Spain. This essential delivery aims to expedite the restoration of electricity supply to areas heavily affected by the attacks.

The Energy Community Secretariat has published the latest Ukraine Energy Market Observatory note, focusing on the risks associated with gas storage in Ukraine for foreign traders. This update provides insights and measures aimed at reducing and mitigating these risks ahead of the injection season 2024/25. 

Yesterday, Artur Lorkowski, Director of the Energy Community Secretariat, visited Montenegro to meet with the Minister of Energy and Mining, Saša Mujović, and present the country’s Implementation Report to the Committee on Economy, Finance and Budget of the Montenegrin Parliament. Amidst his engagements, he also held discussions with Branislav Prelevic, President of the Board of The Energy and Water Regulatory Agency of Montenegro.

During April, Ukraine Support Task Force has successfully verified crucial equipment across four Ukrainian companies, namely DTEK, Ukrgazvydobuvanya, Ukrenergo, and SE Regional electricity networks. This verification encompasses a wide range of vital resources offered for Ukraine, including cables, transformers, vehicles, generators, and circuit breakers.

Today, Director Artur Lorkowski participated in the “Ukraine’s Future Summit: Investing in Tomorrow's Potential”, contributing to discussions on Empowering Ukraine’s Energy Future. Aligned with the launch of the European Union’s Ukraine Investment Framework, the summit aimed to foster collaboration between EU-based and Ukrainian business communities...

Following the Secretariat’s call for the 2024 selection process of Projects of Energy Community Interest (PECI), 14 electricity-related infrastructure projects have been nominated. These include 10 overhead lines projects and, for the first time in the Energy Community, two energy storage and two smart electricity grid projects.

On 17^th of April, Director Artur Lorkowski participated in the Electricity Market Integration Forum 2024, hosted at the European Parliament in Brussels. The forum focused on the theme of integration of Contracting Parties into the EU internal electricity market with a particular emphasis on implicit electricity market coupling.

The Ukraine Energy Support Fund continues its efforts to support the restoration and strengthening of the energy infrastructure of the Khmelnytskyi region. Recently, 87 transformers and 9 high-voltage inputs with RIP were procured for Khmelnytskoblenerho. They were financed by the German Federal Ministry for Economic Affairs and Climate, implemented by KfW. 

The Energy Community Secretariat is pleased to announce the release of its latest report, "Post War Development of the Renewable Energy Sector in Ukraine." Developed in collaboration with GOPA International Energy Consultants GmbH and national experts from Urban Technology Alliance, the report offers a comprehensive analysis of the technical and policy aspects affecting Ukraine's renewable energy sector.

The Ukraine Support Task Force (USTF) is pleased to announce the successful delivery of the third technological humanitarian aid from GasNet, the Czech Republic’s largest gas distributor. This delivery marks another milestone in the ongoing efforts to support Ukraine's energy sector in its recovery from the devastating impacts of the war.

 Dirk Buschle, Deputy Director a of the Energy Community Secretariat recently undertook a visit to DTEK Kyiv Regional Grids to verify the energy equipment procured and deployed under the Secretariat’s Ukraine support initiatives. This visit was aimed at confirming the effective deployment of vital equipment secured through the Ukraine Energy Support Fund. 

To continue its support for Ukraine's renewable energy sector's recovery and profitability, the Secretariat held a stakeholder meeting in Kyiv on April 9, 2024, following the conclusion of a multilateral mediation effort in 2020. The Ukraine Energy Support Fund has received an additional EUR 5.4 million grant from the Danish Ministry of Foreign Affairs, marking another significant step in strengthening Ukraine's energy sector. This grant supplements Denmark’s prior contribution of approximately EUR 11 million to the Fund over the past two years.

The Energy Community Secretariat commends Kosovo for its recent approval of the Renewable Energy Sources (RES) law, a significant step towards sustainable energy development. Kosovo's Parliament has demonstrated its commitment to enhancing the nation's energy sector and embracing renewable energy sources through this legislative initiative.

Following the Secretariat’s call for the 2024 selection process of Projects of Energy Community Interest (PECI), 14 electricity-related infrastructure projects have been nominated. These include 10 overhead lines projects and, for the first time in the Energy Community, two energy storage and two smart electricity grid projects.

In response to the unprecedented Russian attack on Ukraine's power system, the Ukraine Energy Support Fund has taken swift action by procuring and deploying 9 car lifts to the Kharkiv Region, financed by Germany’s contribution implemented through KfW.

The Energy Community Secretariat is pleased to announce the publication of its recommendations on Moldova's draft National Energy and Climate Plan (NECP). Submitted by the Ministry of Energy, Government of the Republic of Moldova, on December 13, 2023, the draft underwent thorough assessment in accordance with Article 9 of the Energy Community Governance Regulation.

The Energy Community Secretariat successfully hosted a second gas shippers meeting. The event, held in collaboration with network operators of the transmission system (GTSOU) and the storage system, Ukrtransgaz, the Ministry of Energy of Ukraine, and the National Energy Regulator, shed light on the gas storage opportunities in Ukraine available for European traders in the upcoming 2024/2025 winter season.

Recently, two transformers procured through the Ukraine Energy Support Fund have been delivered to Kherson region to replace transformers destroyed by enemy attacks last fall. The newly equipped substations serve 77 settlements enabling stable energy supply to approx. 50.000 consumers in these areas. The transformers have been procured through Spain’s contribution to the Fund.

The high-level event titled "Energy and Climate Governance in Ukraine - Towards Green Rebuilding" held today in Brussels marked a significant step in Ukraine’s progress in its draft integrated national energy and climate plan (NECP) and addressing key energy and climate policy dilemmas. Organized amidst military aggression and green rebuilding efforts, the event provided a platform for insightful discussions and exchanges among stakeholders from Ukraine, the European Commission, Energy Community Secretariat, EU Member States, and key Brussels based institutions.

Today, in Vienna, Artur Lorkowski, the Director of Energy Community Secretariat, held a meeting with Ukrainian Minister of Energy, German Galushchenko. The purpose of the meeting was to discuss recent developments in Ukraine's energy market and the ongoing support provided by the Secretariat.

On the second anniversary of Russia's invasion of Ukraine, the Energy Community Secretariat remains committed to supporting Ukraine during the ongoing war. With hundreds of thousands facing dire energy shortages due to the war's devastating impact on infrastructure, the Secretariat has been at the forefront of relief efforts since the first day of Russia’s full-scale invasion of Ukraine, on 24 February 2022.  

In response to a devastating Russian missile strike that cut power lines in the Khmelnytskyi region of Ukraine, the Ukraine Energy Support Fund acted by procuring, and deploying 100 insulators financed by Germany’s contribution implemented by KfW. This delivery helps rapid restoration of electricity to the affected areas.

Today, the National Agency for Energy Regulation of Moldova published the decision on approving the intraday capacity allocation rules for the Moldova-Romania border and rules for long-term and daily capacity allocation on the Moldova-Ukraine border. This development, facilitated by the Secretariat, is a significant step towards enhancing cross-border electricity exchange between each other and the EU Member States.

On January 1, 2024, Bosnia and Herzegovina assumed the rotating Presidency of the Energy Community for the year. To commemorate this milestone, Ambassadors from EU Member States, representatives from Energy Community Contracting Parties and Observer Countries, high-level delegates from International Organizations, and members of the diplomatic corps gathered in Vienna last night.

The Ukraine Energy Support Fund has recently procured and delivered three truck cranes, financed through the German contribution implemented by KfW, to Kharkiv’s distribution network operator. Kharkiv region is heavily affected by the ongoing hostilities.

The Ukraine Energy Support Fund has procured and delivered four excavators, financed through the Swedish contribution, to Zaporizhzhia’s distribution network operator. Zaporizhzhia is a front-line region. Every day, as a result of damage and destruction after shelling, consumers there are cut off their electricity supply. 

In the aftermath of a Russian missile strike that cut off power supply to consumers in Kyiv's Kharkiv district, the Ukraine Energy Support Fund has swiftly procured and deployed 18 current transformers financed by Germany’s contribution through KfW, ensuring the restoration of electricity to the region. 

Artur Lorkowski, the Director of the Energy Community Secretariat, embarked on a visit to Moldova to participate in the fifth High-Level Energy Dialogue between the European Union and the Republic of Moldova. The dialogue primarily focused on key energy issues, such as ensuring security of supply for the upcoming winters, promoting the development of renewable energy sources, and enhancing energy efficiency.

On 31 January 2024, the Albanian Power Exchange (ALPEX) held its first day - ahead auction for electricity delivery in Kosovo*.  This marks the inauguration of the day-ahead market in Kosovo* and initiates the Albania-Kosovo* day ahead market coupling, the first of its kind in the Energy Community.

The Ukraine Energy Support Fund has successfully procured and deployed its first batch of car towers with varying lifting heights, funded by the German contribution through KfW. The vehicles have been distributed to Kharkivoblenergo, the electricity distribution operator in the region.

The latest assessment note under the Ukraine Energy Market Observatory (Note 01/2024) identifies a need to relaunch the discussion on regulatory reforms of the foreclosed Ukrainian gas market, with the aim to reestablish the gas market principles in place before the Russian invasion.

In a display of solidarity and commitment to supporting Ukraine's energy sector in these challenging times, the Ukraine Energy Support Fund has been granted an additional £14 million by the United Kingdom.  

The 2024 Energy Community Summer School is excited to announce the opening of applications! This opportunity is tailored for postgraduate students and young professionals eager to deepen their understanding of the energy transition and actively shape the future of the sector. This year's Summer School is scheduled to be held from 20 – 27 July 2024 at the Technical University Moldova, located in the vibrant city of Chisinau, Moldova.

Today, Artur Lorkowski, the Director of the Energy Community Secretariat, participated in the CESEC Ministerial meeting, where he provided insights into the developments within the energy sector. In his opening remark, Mr. Lorkowski shed light on key aspects of the region's energy landscape, addressing both achievements and challenges in the pursuit of a sustainable and integrated energy future.

The EU4Energy initiative is pleased to announce its January to December 2024 Work Programme, focused towards defining and implementing the EU4Energy Governance project activities. The initiative's approach is grounded in addressing the requests and needs of each Partner Country, with a comprehensive plan to advance energy sector development and sustainability.

In a collaborative effort between the Energy Community Secretariat, the Ukrainian Ministry of Energy, and the procurement agent – the USAID-funded Energy Security Project, implemented by Tetra Tech – a webinar was held last week with the aim of informing Ukrainian energy companies on how to harness the support offered through the Ukraine Energy Support Fund.

In November, the Ukraine Energy Support Fund received a contribution by the government of Belgium EUR 2.5 million, earmarked for de-centralised renewable energy solutions. This donation underscored the ongoing commitment to support Ukraine in ensuring stable and decarbonised supply of electricity to its population.

This is an important step towards the fulfillment of Kosovo’s* climate obligations in accordance with the adapted Governance Regulation, as crucial elements of the Regulation have been reflected, along with the Energy Community Secretariat’s engagement.

Through the Secretariat’s Pro Bono Platform for Ukraine, Ukrhydroenergo, the Ukrainian hydropower generating company, has selected legal counsel to develop a high-level litigation and arbitration strategy.  

The activities of the Market Observatory in third quarter 2023 covered a number of important developments in Ukraine energy markets in areas falling under the Energy Community acquis, in particular, as regards functioning of the electricity and gas markets, Oil Stocks Directive transposition, and the independence of national regulatory authority. In more details, the Report gives the insight to the status of the joint cross-border capacity allocation, REMIT implementation and corporate governance of electricity and gas TSOs, which were in focus of the Secretariat during the reporting period.

In the face of persistent struggles, the Ukraine Energy Support Fund has made remarkable strides in 2023, providing crucial support to Ukraine's energy sector which continues to suffer due to Russian attacks. The Fund has successfully concluded supply contracts valued at more than EUR 129 million for essential equipment, materials, and services. 

The Ukraine Support Task Force (USTF) proudly announces the completion of its 100th deliveries, totalling to over 5 000 tons of equipment and liquids delivered to Ukraine. This achievement highlights the immense work, communication, and dedication involved in aiding Ukraine's energy and water heating systems.

During his visit to Kyiv, Artur Lorkowski, Director of the Energy Community Secretariat met with Minister of Energy Galushchenko and Deputy Minister of Energy Hrynchuk to discuss Ukraine's commitment to the Energy Community.

On 23 October Director Artur Lorkowski held a meeting with First Vice-Prime Minister – Minister of Economy of Ukraine Yulia Svyrydenko. During the meeting the parties among other topics, addressed the progress in development of National Energy and Climate Plan (NECP), corporate governance reform and Ukraine’s readiness for CBAM. 

In September, the Fund continued with the procurement of equipment for the repair and restoration of Ukraine’s energy infrastructure, which has been damaged in the wake of Russian attacks. Equipment worth over €30 million was bought. 

In response to request of the European Network of Transmission System Operators for Electricity (ENTSO-E) the Energy Community Secretariat conducted a status review of the compliance by the Ukrainian electricity TSO Ukrenergo with the unbundling requirements of Directive 2009/72/EC. The assessment is prepared in the context of Ukrenergo’s prospects to become a member of ENTSO-E.

On 20 October 2023, the Secretariat sent an Opening Letter to Serbia to address its breach of the Large Combustion Plants Directive in the case of the thermal power plant Morova, which continues to operate despite the expiry of their limited lifetime derogation period (also known as „opt-out”).

Following a formal request from the National Energy and Regulatory Commission (NEURC), the Secretariat prepared a report on NEURC’s independence and governance framework on the basis of the Energy Community acquis. This follows up on similar reports issued by the Secretariat in 2018 and 2019.

The Ukraine Energy Support Fund has recently procured essential equipment for Ukraine’s Mykolaiv Heat and Power Plant, valued at over 1 million Euros. This will help the uninterrupted supply of heating and electricity during the forthcoming winter season.

Kadri Simson, European Commissioner for Energy, has announced a grant contribution from the European Commission to the Ukraine Energy Support Fund amounting to 50 million Euros. In her announcement, she stressed the importance of preparedness for potential Russian attacks on Ukraine's energy infrastructure in the upcoming winter

Today, in Vienna, the Energy Community Secretariat and The Nature Conservancy (TNC) signed a Memorandum of Understanding (MOU), representing a significant step forward in promoting sustainable energy practices within the Energy Community.

Yesterday, at the tenth Berlin Process Leaders’ Summit in Tirana, Energy Community Secretariat Director, Artur Lorkowski, presented a comprehensive report on the implementation of the Declaration on Energy Security and Green Transition in the Western Balkans.  

The Ukraine Energy Support Fund has recently procured two transformers valued at 9 million euros to support Ukrhydroenergo, the public hydropower generating company in Ukraine. The transformers respond to the critical need for equipment replacement at one of the major hydro power plants in Ukraine.

The new edition of the Legal Framework presents all the consolidated Energy Community rules including the newly adopted Clean Energy Package incorporated by the Energy Community Ministerial Council in 2021 and 2022. The Energy Community Secretariat welcomes the timely adoption of the first package of regulations by the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) required to implement the Law on making changes to some laws of Ukraine regarding the prevention of abuse in wholesale energy markets”. The REMIT Law entered into force on 02 July 2023. Its adoption by the Verkhovna Rada was closely coordinated with the Secretariat. 

As the 2023-2024 heating season approaches, Ukraine’s Mykolaiv CHP has been equipped with five emergency vehicles provided by the Ukraine Energy Support Fund. Located near key conflict zones, these vehicles are poised to ensure uninterrupted heat and power supply in the face of increasing threats. 

The Energy Community Secretariat welcomes the successful launch of MEPX, Montenegro's day-ahead electricity market. MEPX held its first day-ahead auction for electricity delivery on April 27, marking a significant milestone in advancing the country's electricity markets and promoting transparent price signals for renewable energy investments.

The Vienna Forum on European Energy Law brought together more than 100 participants on 20 April 2023 to review the state of affairs in European energy policy and law. This year's conference focused on a variety of topics, including energy solidarity, industrial policy and state aid rules, market design reforms, and the reconstruction of Ukraine.

The Energy Community Secretariat welcomes the U.S. Agency for International Development (USAID)’s pledge of a donation of up to $25 million for the Ukraine Energy Support Fund. During a meeting with the Energy Community Secretariat in Vienna, Ambassador Erin E. McKee, Assistant Administrator for the Bureau for Europe and Eurasia, announced USAID's intent to contribute to the Fund.

In a meeting with First Deputy Prime Minister Yulia Svyrydenko, the Secretariat reaffirmed its commitment to helping Ukraine to prepare a National Energy and Climate Plan (NECP) - an EU template for energy and climate governance. The process should contribute to the G7+ dialogue over Ukraine’s green recovery.

The Energy Community Secretariat's Director Artur Lorkowski and Deputy Director Dirk Buschle met with NEURC's Chairman Ushchapovskyi to discuss the recent halt in electricity exports from Ukraine to Slovakia. The meeting was held in response to NEURC's request to find a solution to resume electricity exports from Ukraine, which had been halted as of April 21st.

On 19 April 2023, representatives of the Albanian Energy Regulatory Authority (ERE) visited the premises of the Secretariat for an exchange. Both institutions have a long-standing history of working together successfully on energy market reforms in Albania.
