Energy Community Secretariat sets 2025 gas storage targets for Ukraine and Serbia

Vienna, November 2024 – The Energy Community Secretariat has adopted Decision 01/2024, establishing 2025 gas storage filling targets with intermediary milestones for Ukraine and Serbia to strengthen regional energy security.

These targets are a key part of the Secretariat's strategy to secure stable regional gas supplies, particularly during high-demand winter periods. Each year, the Secretariat will continue to adopt similar decisions for Contracting Parties with underground storage facilities that are directly interconnected to their market areas.

Ukraine and Serbia are currently the only Energy Community Contracting Parties with underground gas storage that meets this specific criterion, making them uniquely positioned to implement structured gas storage trajectories.

For 2025, Serbia must reach a minimum storage level of 23% by February 1st and 80% by September 1st, while Ukraine's targets reflect its distinct market demands and storage capacity. These tailored requirements help ensure both countries maintain adequate gas reserves, reducing the risk of supply disruptions.

This year, the Secretariat has also issued its first opinion on security of supply documentation, reviewing Moldova’s Preventive and Emergency Plans. This review reflects the Secretariat’s active role in supporting Contracting Parties in developing proactive strategies to manage energy risks.
