The Energy Community Secretariat welcomes Ukraine’s progress on electricity integration

The Energy Community Secretariat welcomes the recent registration by Members of the Ukrainian Parliament of a draft law that transposes key provisions of the Electricity Integration Package (EIP) into Ukraine's national primary legislation.

The compliant transposition of the EIP and its timely implementation are key preconditions for full integration of Ukrainian market into EU internal market for electricity, most importantly for joining the EU’s single day-ahead and intraday coupling, as well as EU electricity balancing platforms.

Accelerating the adoption of the amendments to the Electricity Market Law is essential not only for EU market integration but also for enhancing security of supply, which is crucial for Ukraine's energy resilience, “ said Artur Lorkowski, the Director of the Energy Community Secretariat.

The draft law registered on 2 October 2024 (reg. No. 12087) was developed with technical assistance from the USAID Energy Security Project and has the full support of the Energy Community Secretariat (read the text of the draft law here).

Since 2023, Ukraine has been drafting amendments to the primary legislation to transpose the Electricity Integration Package. The Energy Community Secretariat facilitated drafting of the Law including through the provision of technical assistance under the EU4Energy Governance Project.

The Secretariat commends Ukraine for its efforts to transpose the Electricity Integration Package, especially given the significant challenges posed by ongoing military aggression and infrastructure damage. However, we must note that the deadline for transposition was 31 December 2023, and several key milestones, such as the designation of the nominated electricity market operator (originally due by 15 June 2023), have not yet been met.

We encourage Ukraine to sustain its progress in these critical areas, despite the challenging circumstances. The Secretariat’s electricity experts remain committed to supporting Ukraine’s authorities and closely monitoring the compliant transposition and implementation of the EIP in Ukraine,” said Jasmina Trhulj, Head of Electricity Unit at the Energy Community Secretariat.
