Energy Community Secretariat issues landmark opinion on Moldova's gas security plans
The Energy Community Secretariat has reviewed Moldova’s Preventive Action Plan and Emergency Plan for gas supply security, submitted earlier this year for revision prior to adoption. This review is significant as it marks the Secretariat’s first-ever opinion on such plans for a Contracting Party.
The Secretariat’s role is to ensure that these plans comply with the EU gas regulations and do not disrupt Moldova's gas market or the broader Energy Community. To support this, the Secretariat shares best practices from the EU, and organises training sessions for Contracting Parties on drafting these plans.
The plans define responsibilities for gas supply security, set standards for infrastructure, and outline risk scenarios, preventive and mitigation measures, and the Secretariat's role.
The plans aim to prepare Moldova for potential challenges by detailing various risks and proposing measures to address them. The Secretariat's review has recommended revisions to ensure they fully align with Regulation 2017/1938 (EU), which requires each Contracting Party to have such plans in place.
Moldova will need to revise the plans to meet these standards and then resubmit the updated version. The Secretariat will continue to oversee their implementation to ensure they are followed as intended.
