Ukraine Energy Support Activities
Due to the war, Ukraine, one of the Energy Community Contracting Parties, is facing an existential threat, its energy infrastructure is in critical condition and fuel supplies are at risk.
The war is causing suffering on a dramatic scale, leaving hundreds of thousands of families and businesses without energy supply. This means no electricity, heating, hot water and hot food. Energy equipment, spare parts and fuels are urgently needed to repair and maintain damaged energy infrastructure and restore energy supply.
The Energy Community Secretariat, based on the direct request of the Ministry of Energy of Ukraine for practical help in the current situation, is engaging in supporting Ukraine to keep its energy system functional.
Ukraine Support actions and activities
Pro Bono Platform: Collection of evidence of damages caused begins
Through the Secretariat’s Pro Bono Platform for Ukraine, NPC Ukrenergo selected a reputed international law firm to develop a set of guidelines for collecting, preserving, and assessing evidence of damages inflicted upon Ukraine’s critical energy infrastructure by the Russian Federation.

- Contributions from governments, international organizations, and corporate donors equip the Fund with a total pledge of EUR 405 million. The Fund has concluded supply contracts valued at EUR 129 million for essential equipment, materials, and services.

Together with the ERCC and other partners, the USTF has so far assisted 109 deliveries to Ukraine.

Establishment of a pro bono platform
The platform allows law firms and qualified independent lawyers to contribute pro bono hours to various projects and match them with the demand of Ukrainian energy companies.

Upon request by the European Commission and in agreement with the Ministry of Energy of Ukraine, the Energy Community Secretariat set up the legal framework for the Ukraine Energy Support Fund to counteract the impact of the Russian invasion. The Ukraine Energy Support Fund is set up to match demand for financing procurement of necessary equipment, fuels and services for Ukrainian energy companies.
Ukraine Support Task Force
In the immediate aftermath of Russia’s invasion of Ukraine, the Energy Community Secretariat answered the call for help of Ukraine, by establishing the Ukraine Support Task Force (USTF). The Task Force is supporting Ukraine by coordinating the door-to-door delivery of specialized energy equipment, fuels and materials needed to repair infrastructure damaged during the war. Its main purpose is to assist Ukraine in keeping its energy system functional.
Ukraine Whistleblower Hotline
The Energy Community Secretariat as fiduciary of the Ukraine Energy Support Fund is committed to ensuring the highest standards of conduct in the delivery of support to Ukraine. The Ukraine Energy Support Fund has been designed to include a number of safeguards to prevent abuse in its implementation. Nevertheless, we are committed to follow-up on any information indicating possible abuses.

Ukraine Energy Market Observatory
In an effort to streamline and consolidate its monitoring functions under the Energy Community Treaty with regard to Ukraine, the Energy Community’s largest member currently suffering from a war of aggression by the Russian Federation, the Secretariat created the Ukraine Energy Market Observatory. The Observatory will closely follow and review all developments related to the energy market and corporate governance in Ukraine.
Ukraine Legal Support Platform
The Secretariat invites to the international legal community support Ukrainian public energy companies, all of which have incurred significant damages due to military actions of the Russian Federation, in establishing accountability and recovering damages. This platform allows law firms and qualified independent lawyers to contribute pro bono hours to various projects and match them with the demand of Ukrainian energy companies.
