Short description of the overall project

The Western Balkans Investment Framework (WBIF) is a joint initiative of the EU, international financial institutions (CEB, EBRD, EIB, KfW, World Bank and Agence Francaise du Development), bilateral donors and the governments of the Western Balkans which supports socio-economic development and EU accession across the Western Balkans through the provision of finance and technical assistance for strategic investments, particularly in infrastructure, energy efficiency and also private sector development.

The Framework awards, based on competitive procedures, grants for infrastructure project preparation activities as well as for investments.

Short description of activities financed by the donation

The WBIF impacts through a coordinated effort invested in the preparation and selection of priority projects for financing by blending:

  • grants from the European Commission's Instrument for Pre-Accession (IPA) and 20 Bilateral Donors; with
  • loans from the participating financial institutions; and
  • national finance.
