Short description of the overall project

The Eastern Europe Energy Efficiency and Environment Partnership or E5P is a multi-donor fund to encourage municipal investments in energy efficiency and environmental projects in the Eastern Partnership region. The fund merges financial contributions from the EU and a group of 23 nations, which are then used to leverage national funds and loans from international financial institutions.

Initially active in Ukraine, in 2014 the fund formally extended its activities to Armenia, Belarus, Georgia, Moldova and in 2019 in Azerbaijan.

The fund aims to pool funding for:

  • Energy efficiency projects;
  • Environmental projects that aim to reduce CO2 emissions and other harmful greenhouse gases;
  • Support to policy dialogue and regulatory reform.

 

Short description of activities financed by the donation

Project eligibility for grant support is measured in terms of energy saving indicators, capacity to reduce pollution, demonstration effects and potential to promote policy dialogue and regulatory reform.

Typical projects include:

  • District heating modernisation;
  • Water and wastewater treatment;
  • Projects to improve energy efficiency in public buildings (schools, kindergartens, hospitals, etc.);
  • Solid waste management;
  • Street lighting;
  • Insulation of public buildings;
  • Local transport.
