Short description of the overall project
With the creation of the KEEF, the EC has agreed to contribute a €10 million grant from the EU Instrument for Pre-Accession (IPA) to be channelled through the World Bank as additional financing via a recipient-executed trust fund – RETF to the parent Project.
The project development objectives are to:
- reduce energy consumption and fossil fuel use in public buildings through energy efficiency and renewable energy investments; and
- enhance the policy and regulatory environment for renewable energy and energy efficiency.
Short description of activities financed by the donation
This project implementation consists of three components.
These include:
- EE and RE Investments in Public Buildings;
- Policy and Regulatory Support for RE and EE;
- Project Implementation Support.
Under the first Component, additional fund will be used to support the financing of renovation works for eligible buildings, as well as for technical studies related to investments.
The second component includes the Law on Energy Efficiency, 1st and 2nd NEEAPs, NREAP and other packages approved by GOK provide a strong base for sustainable energy development within Kosovo. No funds from additional financing will be directed to this component.
Additional funds will cover the third component for supporting the main implementing agency, KEEA, to help ensure effective project implementation of Components 1 and 2.
