Short description of the overall project

The project will conduct a detailed feasibility study, which will include an evaluation and monitoring plan to support climate change policy making, as well as a training and dissemination program plan with a related cost-benefit analysis. In the framework of the study, they explain the target system for the development of the Montenegrin National Adaptation GIS System (MonteNAGiS) and define the target groups of users of the system. Beneficiary will examine the policy substantiation of the development of the MonteNAGiS system and the technical professional and financial conditions of the physical implementation. Organizational framework of the project implementation and work out the detailed schedule and financial plan of the professional implementation, with special attention to the project phasing issues arising from the domestic experience which influence the effectiveness of the design will also be assessed. They define the integrated methodological framework of vulnerability testing to be used in the development of the system, the proposed input data content, the analysis-evaluation framework of the results and the application plan. In addition to outlining alternative solutions, they perform a risk assessment of the design and operation of the system.

 

Short description of activities financed by  the donation

A proposal for a system of indicators, collection, provision and processing of indicators will be developed. The task and schedule for the monitoring of each climate policy measure, the system of requirements for the content of policy reviews and the schedule will be prepared. A proposal is made for the scheduling of evaluation tasks and the system of content requirements for regular and periodic evaluation tasks. An education, training and dissemination program on the use and usability of the national adaptation GIS system will also be developed in order for the MonteNAGiS system to be properly interpreted and applied by their users. The study and cost-benefit analysis resulting from the project will contribute to our task of implementing the Paris Agreement, which aims to mitigate the adverse effects of climate change and help adaptation by working with and supporting developing countries.
