Short description of the overall project

This support by SECO to City of Belgrade regards a demonstration project that would produce heat and electricity (Combined Heat and Power Plant- CHP) from biomass waste (straw).

The project’s objective is to present a showcase of using biomass (wood) to produce heat and electricity. In doing so and by simultaneously implementing energy efficiency measures in selected public buildings, a substantial reduction of CO2 emissions is planned to be achieved.

Short description of activities financed by  the donation

This pilot project is expected to demonstrate the economic feasibility and viability of energy production based on renewable sources and thus to contain a replication potential. The project is expected to achieve:

• Reduction of the CO2 emissions by using biomass waste for heat and electricity generation and by increasing the energy efficiency of the public buildings to be heated
• Sustainable use of renewable energy for heat generation within the Padinska Skela settlement
• Improved air quality, and therefore living conditions of the local inhabitants
• Reproduction of similar projects in Serbia using comparable technology and renewable energy.

Expected results for the project are as follows:

• Construction of the Combined Heat and Power Plant (CHP) as well as all necessary equipment for its operation, a facility for heat storage used for peak shaving in consumption of heat, a boiler house for the storage of the equipment, a connection from the new to the existing boiler house and storage of biomass.
• Energy Efficiency Measures for Buildings to be heated by the plant: Refurbishment of public buildings in the Padinska Skela settlement (school 'Olga Petrov' and psychiatric hospital 'Laza Lazarevic') will lead to substantial energy efficiency improvements.
• External Infrastructure: Connection of the CHP to the heat distribution and to the electric power transmission networks.

Technical Assistance and Policy Dialogue: Realization and operation of the plant will be assisted by international and local experts. Insight and experience from the project will also be valuable for the policy dialogue with the Government of Serbia and other stakeholders in the field of renewable energy.
