Short description of the overall project

A Delegation Agreement was signed between European Union, represented by the European Commission and KFW in the framework of Neighbourhood Investment Platform (NIP) on the allocation of technical assistance grant for Georgia. The project concerns technical assistance measures for the promotion of energy efficiency (EE) in the Georgian Energy Sector through establishment of a regulatory framework and promotion of a market environment that allows for a competitive and intrinsic economic value of electricity commodity and for designated communication and visibility measures.

The Assistance aims to provide support to the Ministry of Economy and Sustainable Development on the development of legal framework in the Energy Efficiency and Renewable sector and implementation of the market reforms.

The purpose of the Project is to directly promote EE especially in the building sector and to achieve a legal, regulatory and technical framework with sufficient capacities among the relevant institutions and stakeholders to enable large scale energy efficient investments, especially in buildings and to establish a market environment that allows for a competitive and intrinsic economic valuation of electricity as a commodity, to promote consumers’awareness to achieve the most rational level of energy efficiency.
