Ukraine Support Task Force

In the immediate aftermath of Russia’s invasion of Ukraine, the Energy Community Secretariat answered the call for help of Ukraine, by establishing the Ukraine Support Task Force (USTF). The Task Force is supporting Ukraine by coordinating the door-to-door delivery of specialized energy equipment, fuels and materials needed to repair infrastructure damaged during the war. Its main purpose is to assist Ukraine in keeping its energy system functional.

More than 12.000 items are on the list of emergency energy equipment urgently needed in Ukraine, such as power generators, transformers, insulators, clamps, cables-wires and connectors, circuit breakers, pipes, valves, communication devices or vehicles and many more.

    How the USTF process works

    The Ukraine Support Task Force (USTF) assists donors with the donation of urgently needed energy and energy-related equipment to Ukraine, in close cooperation with the European Commission`s DG ECHO, Ministry of Energy of Ukraine and the Ministry of Communities, Territories and Infrastructure Development of Ukraine and other Ukrainian counterparties.

    The USTF is in daily contact with the Ministry of Energy of Ukraine and the Ministry of Communities, Territories, and Infrastructure Development of Ukraine to assist each donation, ensure that the list of emergency equipment needs is up-to-date, and disseminates the list of needs to key stakeholders and potential donor companies. The USTF consistently informs both Ministries about the upcoming and ongoing deliveries.

    The USTF cooperates closely with the European Commission and particularly the Emergency Response Coordination Centre (ERCC)’s rescEU team of DG ECHO under the European Union Civil Protection Mechanism (UCPM), to ensure the delivery of energy-related humanitarian needs from Poland to Ukraine.

    Under the rescEU process, private entities (companies) are requested to arrange transportation of the offered equipment to designated Polish warehouses, from where the rescEU process takes over final delivery to the UA beneficiaries.

    Transportation of equipment offered by municipalities and their majority publicly owned companies can be arranged from the warehouse of the donors, all the way to Ukraine, with the engagement of the countries' Civil Protection Authorities.

    To streamline and simplify the donation process for the private companies the Energy Community Secretariat’s USTF:

    • Provides the donor with all the clarifications on each step of the donation process.
    • Confirms technical compatibility of the offered equipment with the relevant Ministry in Ukraine.
    • Provides the donor with the templates of the documents needed for logistics and customs, assists with the administrative steps.
    • Submits the offer to the European Commission for approving the transportation from Poland to Ukraine.
    • Informs the donor on shipment`s arrival to Ukraine and if requested and on a case-by-case basis, carries out verification of the donation.

    Why to donate via the USTF process?

    • The USTF provides donors with the up-to-date list of items, which corresponds to Ukraine’s immediate needs.
    • The USTF checks with the relevant Ministry in Ukraine technical compatibility and need in the offered items, ensuring that only needed equipment are delivered and can be used to make a tangible difference.
    • Donors benefit from simplified administrative procedures and support in the preparation of the required documents.
    • All donations are subject to a simplified customs clearance process for humanitarian assistance ensured by the Union Civil Protection Mechanism and Ukrainian legislation.
    • The ERCC, rescEU team together with the Governmental Strategic Reserves Agency (RARS), once accepted, coordinates and finances the transportation of the donated equipment from Poland to the final beneficiary.
    • The USTF informs the donor on the shipment`s arrival to Ukraine and can carries out on site verification of the deliveries.

    USTF has so far assisted 153 in-kind donations of energy-related equipment successfully delivered to Ukraine. Humanitarian aid has been offered by private donors and government institutions with a total weight of 5,900 tons from over 100 companies across 24 countries and allocated to 75 companies in 18 regions of Ukraine. More than 33 offers are being processed or on the way to Ukraine.
