The EPBD Law adopted in July 2014 transposes some of the most important provisions of Directive 2010/31/EU on the energy performance in buildings, but a number of provisions are either not transposed or incorrectly transposed. Also, no secondary legislation concerning the energy efficiency in buildings has been adopted to date. Upon review of the national legislation, the Secretariat takes the preliminary view that the Directive has not been fully and correctly transposed into national legislation by Moldova, and has not been implemented in practice.
