In Case ECS-11/11, the Secretariat addressed the transmission system operators's (TSO) allocation rules, under which the latter was allocating, as a priority, a part or the entire cross-border capacity available if it is aimed at supply of tariff customers in the Serbia or at the achievement of the energy balance. The TSO could also restrict the right to use cross-border capacity already allocated in order to maintain the security of supply of tariff customers.

Following the adoption of new Allocation Rules for the year 2012, that allow allocating capacity on electricity interconnectors in a non-discriminatory manner, the Secretariat closed Case ECS-11/11 on 1 September 2012.
