Summer School 2016 programme and speakers
The Energy Community Summer School programme offers a combination of course work, guest lectures and social / cultural activities. More than 30 lectures contribute to the programme. During the training, participants will attend lectures taught by high-level scholars from academia as well as experts and practitioners from leading energy companies etc.

Besnik Aliaj
Rector, Polis University, Albania
Mr. Aliaj is Co-founder, and current Rector of POLIS University. Lecturer of ‘Urban Design’ and ‘Regional Planning’ courses. 16-years academic experience as lecturer of Urban Design at the Faculty of Civil Engineering, Polytechnic University of Tirana, and head of the Urbanism Department (2003/5). Graduated as Architect – Urban Designer (1990) and later on postgraduate studies in Real Estate and Property Evaluation (1994/95 in Polytechnic of Tirana). Master in Urban Management (1996) at Urban Management Center (IHS & Erasmus University, Rotterdam Netherlands).
Dirk Buschle
Deputy Director, Energy Community Secretariat, Austria
Mr. Buschle joined the Energy Community Secretariat in 2007 and is currently the Deputy Director. He has written many publications and articles on European law, energy law, communication law, competition and State aid law. Mr. Buschle holds a PhD degree from the University of St. Galen (2004). He has worked as visiting professor and lecturer at several European universities.
Hans-Juergen Cassens
Country Director, GIZ Office, Albania
Mr. Cassens finished his studies at the University of Technology, Berlin, 1983- 1988 in Environmental Planning with a focus on urban and environmental management, regional development and urban environment. He has more than 20 years of international working experience with GIZ (and CIM) in development cooperation as adviser, program manager, sector portfolio manager “Governance” and country director working in Asia, Africa and South Eastern Europe.

Damian Gjiknuri
Minister of Energy and Industry, Albania
Mr. Damian Gjiknuri has a Bachelor Degree in Law from the University of Tirana (1994) and Master’s Degrees in Public Policy and Law issued by the Monterey NPS School, California (2004), United States and London College of Law, Great Britain (1996). In addition, he has completed post-graduate courses at the Centre for Security Policies, in Geneva (2000) and International Law at Leiden University, the Netherlands (1994). Before his election as a Member of the Assembly in 2009, Mr. Gjiknuri worked as director of a law office and as legal consultant for economic regulatory reforms in Albania and the region, funded by EU, USAID, GTZ, etc. He is fluent in English and has very good knowledge of the Italian language.

Mr. Kopac has been leading the Energy Community Secretariat since 2012. His mission is to extend the EU internal energy market to South East Europe and beyond on the basis of a legally binding framework. Prior to this position, he worked as General Director for Energy at the Ministry of Economy of Slovenia for nearly 4 years. He acted as Slovenian Minister of Finance (1992) and Minister of Environment (2000-2004). Mr. Kopac holds a Master’s degree from Faculty of Economics, University of Ljubljana.

Mr. Jasimi joined the Energy Community Secretariat in May 2009 as Oil Expert. Before coming to the Energy Community Secretariat, he worked in the Oil and Gas Institute in Albania until 1994. In 1994, Mr. Jasimi joined the UK oil and gas company Premier Oil as project manager for 10 years. In 2004, he started to work as oil advisor and director of cabinet to the Minister of Energy and Industry of Albania. In 2005, he was reappointed Director of Cabinet of the Minister of Economy, Trade and Energy in Albania until April 2009. Mr. Jasimi is involved in many negotiations in oil and gas contracts. His university background is physicist.

He graduated from Faculty of Electrical Engineering, University of Belgrade, Serbia in 1999. He joined Ministry of Energy of Serbia where he occupied various head positions including the EU integration and international cooperation agenda. He was seconded as a national expert to the Energy Charter, Brussels.

Mr. Petrov teaches courses in the areas of institutional law of EU; EU internal market law; EU external relations law; approximation and harmonisation of legislation in EU, legal aspects of regional integration in the post-USSR area at Kyiv-Mohyla Academy. He is also holding presidency of the Ukranian European Studies Association. During his academic career he was awarded many times. He has been providing legal consultancy on various matters related to EU law for the Ministry of Justice of Ukraine and Ministry of Foreign Affairs of Ukraine since 2000.

She holds a master’s degree in Government and Politics in the EU from the London School of Economics and Political Science and a bachelor’s degree in International and European Economic Studies.

Mr. Pointvogl has been an electricity expert at Energy Community Secretariat since 2013. Previously, he worked at different positions in the electricity industry and government bodies. Amongst other things, he was involved in the development of EU Network Codes and different electricity market integration projects. He is a political economist, mediator and author of various academic articles on energy policy.

Mr. Brunekreeft is professor at Jacobs University Bremen and head of the research group Bremen Energy Research. His main research interests are in industrial economics, regulation theory and competition policy of network industries, especially electricity and gas markets. He is the author of several books and published in academic journals and is editor of the journal Competition and Regulation in Network Industries (CRNI). Apart from his academic background, Mr. Brunekreeft has wide experience with consulting various stakeholders in energy sectors in different countries.

Mr. Nicolò Rossetto holds a PhD in Economics, Law and Institutions from the Institute for Advanced Studies of Pavia (IUSS). He is currently research assistant at the Florence School of Regulation (FSR), where he is involved in the study of electricity sector regulation. Before joining FSR he was associate researcher of the Istituto per gli Studi di Politica Internazionale of Milan (ISPI), where he was part of the Energy Watch. He has written several contributions in the field of European energy policy, energy security, electricity markets and economic regulation. He worked as external consultant for the World Bank in the RISE Project and was teaching assistant for micro-economics and energy economics at the University of Pavia.

Ms. Caterina Ruggeri Laderchi holds a PhD in Economics from the University of Oxford. She is currently a Senior Economist in the Poverty and Equity Global Practice of the World Bank. Prior to joining the Bank in 2003 she has worked for a number of international organizations (UNDP, OXFAM, DFID and the European Commission).
Most of her work is operational research on issues related to poverty and inequality, and the distributional impacts of policy reforms. Over the last few years she has worked extensively on assessing the impacts of energy subsidy reforms, authoring a regional report on the distributional impact of tariff increases in the Eastern Europe and Central Asia region of the World Bank.

In the Secretariat, her core responsibilities are related to monitoring the implementation of the treaty in the matters of electricity market and energy statistics. She handles and moderates an electronic coordination platform for DSOs from the Energy Community (ECDSO-E). Her key competences are related to economics of energy businesses and price regulation, business analysis, financial and accounting control, cost structure and tariff design.

Ms. Kogalniceanu has been working at Energy Community Secretariat since 2006. She has over 25 years of experience in international programme management and consulting for energy and energy efficiency policy and strategy development, capacity building and institutional strengthening, project analysis and financing for climate change, energy efficient technologies and renewable energy sources.

Director of Regional Centre for Energy Policy Research at the Corvinus University of Budapest, Hungary
Mr. Kaderják is director for a postgraduate program in Energy Economics at Corvinus University of Budapest and a lecturer at the Florence School of Regulation. He completed MSc and PhD degree at Corvinus University of Budapest. Since 2004 he has been serving as a training director for ERRA’s in-house energy regulatory trainings. Between 2000 and 2004, he served as president of the Hungarian Energy Office, as well as the first chairman of the Energy Regulators Regional Association (ERRA). His major research fields are energy economics, energy security, regulation and modeling of network industries and environmental economics.

Ms. Trhulj is a diploma electrical engineer for power systems. She is responsible for monitoring, analyzing and reporting on market developments in the contracting parties as well as assisting electricity sector authorities and companies in transposition and implementation of the EU acquis. Her 17 year professional career in the energy sector started as a research and development assistant on power system operation and control projects at Mihajlo Pupin Institute in Belgrade. She gained valuable regulatory experience in the development and monitoring of the electricity market during her seven year tenure at the Energy Agency of the Republic of Serbia as senior expert for electricity.

Mr. Uzunov has a background education in electrical engineering from University St. Cyril and Methodius in Skopje. He started his professional activities in the domain of telecommunications. Mr. Uzunov joined Ministry of Economy of the former Yugoslav Republic of Macedonia in 2000 as Assistant to the Minister responsible for structural reforms in the electricity sector, security of supply, coordination of investment projects and policies and international cooperation in electricity. Since 2007 he is heading Electricity Unit of Energy Community Secretariat responsible for monitoring of implementation, reporting on compliance and assistance in drafting of legislation for the electricity sector and market.

As an academician Mr. Vlcek gives courses on areas of energy security studies, international relations and energy security and international relations. He is also a member of independent research platform Center for Energy Studies and the academic association Czech Nuclear Education Network. During his career he has taken part in more than 20 government as well as academic research projects. His scholarly interests include energy security of the Czech Republic and the region of Central and Eastern Europe, especially the nuclear sector and the oil sector.

Mr. Landwehr holds degrees in business administration and financial economics from the universities of Bamberg and Innsbruck.

Ms. Karova hold a PhD degree from the Law Department of the European University Institute. Her thesis title is “Liberalization of the Electricity Markets and Public Service Obligation in the Energy Community”. She joined the Energy Community in 2011 as Energy Lawyer. Prior to this, she worked as a legal advisor at the Cabinet of the Minister for Agriculture, Forestry and Water Economy of FYR of Macedonia. Ms. Karova published the book Liberalization of the Electricity Markets and Public Service Obligation in the Energy Community. She has also published numerous articles and book chapters.

Leigh is a professor of European law at the University of Tilburg and was a member of the Scientific Council for Government Policy (WRR). Currently is working for Allen & Overy.

Mr. Sazdovski is a member of Association of Energy Engineers and Scientific Advisory Board of the South-East Conference for Sustainable Development of Energy, Water and Environmental Systems. He has been working as a project developer and implementer, engaged by USAID, UNDP and GIZ, providing technical assistance to different stakeholders in the field of energy efficiency. He is the author of the National Energy Monitoring System for the local self-governments, and the co-author of the III National Energy Efficiency Action Plan 2016-2018 for Macedonia.

Mr. Feiler has experience in climate policy development at national, EU and international level in both public and non-profit sectors. Prior joining to ECF in 2016, he worked as topic area leader of the Regional Environmental Center in Hungary, heading climate policy in the Hungarian public administration for nearly a decade. He supported Cyprus, Lithuanian and Greek EU presidency on international climate policy as an adviser and worked as a policy coordinator of CEE Bankwatch Network, one of the largest advocacy NGOs from the new EU member states.

He worked prior as Energy Efficiency Advisor for the Government of Montenegro. He holds a diploma in electrical engineering and master’s degree in international business management.

Mr. Resch, holding a degree in electrical engineering (Energy Technology) and a PhD in energy economics, is working as senior researcher at Vienna University of Technology, Energy Economics Group. He joined the research group in 2000 and is currently leading a team dealing with policy-related research in the area of energy policy and energy economics with a focus on renewable energy technologies - with proven expertise on international level. His fields of activity include techno-economic assessments of (renewable) energy technologies, design and evaluation of energy policy strategies and energy modeling (focusing on policy interactions and technology dynamics). He has contributed to several EU studies and policy assessments related to renewable energies, assessing the feasibility and impacts of RES targets for 2020 and beyond.

Mr. Tankosic is the founder and principal of SEE Change Net a regional think tank which deals with energy, sustainability and EU integration amongst other topics. As the former Head of United Nations in Montenegro he was the initiator of the world first UN Eco Premises in Podgorica. He is a speaker for international and regional media. He earned degree in Geography & Philosophy, as well as a Masters in Environmental Management, both from University College Dublin and is currently completing his M.Sc. Thesis in International Organisation Management.

After graduation from Faculty of Law of Eötvös Loránd University (Budapest), Mr. Vajda took up duties at the National Environmental Agency’s Budapest local office. Between 2007 and 2011, he worked as a seconded national expert at the European Commission’s Directorate-General for Environment. In March 2012, he started to work as an environmental expert at the Energy Community Secretariat. In his current position, main activities involve monitoring implementation of EU legislation on Environmental Impact Assessment, Sulphur Content of Liquid Fuels, Large Combustion Plants and Industrial Emissions in the contracting parties.

Mr. Motylewski is a member of the Warsaw Energy and Natural Resources Practice Team. He has with over a decade of experience advising on the development of the EU’s internal market in electricity and liberalization of the energy market in Poland. He has advised and represents energy sector enterprises before the Court of Justice of the EU, the European Commission, regulatory authorities in Austria and the Czech Republic and represents clients on a current basis before the Chairman of the Polish Energy Regulation Office.
