UESF procurement: Provision of Project Management and Supervisory Services for Distributed RES Projects

The selected Project Manager will be responsible for managing and supervising the implementation of the RES projects, ensuring they meet design and performance specifications and are installed efficiently.

The role includes preliminary site reviews, procurement of sub-contractors, continuous project management, milestone tracking, and final project validation. The initial contract will cover an initial set of 17 sites, with potential expansion based on additional support requests.

• Entities interested in submitting proposals must meet specific qualifications, including
  • experience,
  • qualified personnel, and
  • compliance with EU, Ukrainian, UN, and World Bank sanctions.
• The entities should not have ties to the Russian Federation or Belarus.
   

• Proposals may be submitted via email in Adobe Acrobat (pdf) and Microsoft Word and/or Excel formats.
• As regards the project budget information, please, use the template below. 
  •  The description of items must be sufficiently detailed and all items broken down into their main components.
  • The number of units and the unit value must be specified for each item. 
     

The tender procedure foresees the possibility for questions or clarifications regarding the Request for Proposal. 

• The questions and requests had to be submitted in writing, in English, to a dedicated email only latest by 17 June 2024.
• Questions and requests for clarification, and the responses thereto, will be circulated to all RFP recipients.

Following the expiry of the deadline, the Secretariat compiled a document featuring the received questions and relevant responses.  
 

• Proposals will be evaluated based on:
  • technical approach,
  • staff qualifications, and
  • past performance, with a maximum score of 100 points.
• The technical proposal will account for 80 points, while the financial proposal will contribute 20 points.
• The Energy Community Secretariat reserves the right to conduct discussions and negotiations with selected offerors to identify the best value proposal.
