About Energy Community Regulatory School

Energy Community Regulatory School Concept
Scope: The Energy Community Regulatory School aims at supporting the technical knowledge of the Energy Community Contracting national energy regulatory authorities to effectively implement and efficiently apply new pieces of Energy Community acquis communautaire – such as but not limited to gas and electricity network codes and guidelines or REMIT and linked increasingly developing market activities such as trade or market coupling. Beyond the mere legal aspects, the Energy Community Regulatory School is dedicated to deliver practical insights and share experience made on EU level. Praxis oriented, interactive and in-depth discussions will be in the core of the training courses tailor made for the Contracting Parties’ regulators. read more...

Course on Gas balancing markets
Context: Negotiations on implementation of the balancing gas network code in the Contracting Parties are on the Energy Community agenda for 2018. Implementation of this code will be in particular challenging for the Contracting Parties having in mind the still prevailingly wide gap between the status quo of gas balancing and the target model of the balancing network code. This training is tailor-made for the national regulatory authorities from the Contracting Parties of the Energy Community and will facilitate knowledge building and help assessing the best possible path for implementing the gas balancing network code in the Contracting Parties. Speakers on this event are highly experienced professionals of ENTSOG and the Agency for the Cooperation of Energy Regulators as well as regulators and transmission system operators successfully implementing balancing network code since its adoption in the European Union. The course program assumes participants’ knowledge of regulatory gas balancing design as well as general understanding of the gas balancing network code. The first part of this training provides an overview of the process of balancing network code development as well as the first results of its implementation in the European Union. The second part will focus on specific cases of balancing network code implementation in a number of selected EU Member States with a view to show the great variety of implementing options that could be relevant for the Contracting Parties. Finally, this part will include the presentation of the Ukrainian efforts towards harmonization of the national balancing regime with those of neighboring EU Member States and early implementation of balancing network code in general. All the training materials will be distributed after the training.
